المستخلص: This article treats the role of the inclusive democracy in the local development because the system of the administrative decentralization is not only a system of a function distribution between the central and the local authority, but it is becoming a means of a comprehensive local development realization. Considering that reform begins from the basis, the Algerian legislator has reconstructed the new role of the municipality which is considered as the basis of the local administration and the essential pillar of the actor and local development and the authority which is the nearest for the citizen as far as all politics is local in itself ,affairs which is are relative to the daily life of the citizen must be locally governed by an effective, reactive, local and governance policy and thanks to a collective participation which is the new concept of the Participatory democracy which is resulting from the collective work in order to find a balance to the disequilibrium derived from the individualism of the authority in the local level, in spite of this the Participatory democracy is far from its desired aim.

تعتبر الجماعات المحلية الصورة الواضحة والكاملة لتطبيق نظام اللامركزية الإدارية الذي لم يعد مجرد نظام توزيع الوظائف بين السلطة المركزية والمحلية، بل أصبح وسيلة لتحقيق التنمية المحلية الشاملة. ومادام الإصلاح يبدأ من القاعدة، فقد أعاد المشرع الجزائري بناء الدور الجديد للبلدية باعتبارها قاعدة الإدارة المحلية والعمود الأساسي للتنمية المحلية الفاعلة والسلطة الأقرب للمواطن انطلاقا من أن كل سياسة في حد ذاتها محلية، فالقضايا التي تهم الحياة اليومية للمواطن ينبغي أن تدار مجليا عن طريق سياسة حكامة محلية متفاعلة وفعالة وبمشاركة جماعية وهو الأساس الجديد لمفهوم الديمقراطية التشاركية التي تنبع من العمل الجماعي، لكن النصوص القانونية للبلدية ما زالت بعيدة كل البعد عن إصلاح الخلل الناتج عن انفرادية السلطة على المستوى المحلي.
