المستخلص: The introduction of information and communications technology represents a real revolution in the world or administration, transforming traditional business and administrative services into e-business and e-services. The emergence of an electronic administration helps to protect the administrative entity and improve its performance, and to achieve the optimal use of services with high speed and the utmost accuracy. In the field of the application, information and communications technology in administration has a strategic importance, which contributes, through support and assistance, to the simplification of administrative procedures, the facilitation and speeding up of decision-making, and in enabling departments to plan efficiently and effectively to benefit from business requirements and to provide quality e-services according to high technical standards which are up to pace with the times.

يعتبر إدخال تكنولوجيا المعلومات والحاسب الآلي والاتصالات ثورة حقيقية في عالم الإدارة، مفادها تحويل الأعمال والخدمات الإدارية التقليدية إلى أعمال وخدمات إلكترونية، وظهور إدارة إلكترونية تعمل على حماية الكيان الإداري والارتقاء بأدائه، وتحقيق الاستخدام الأمثل للخدمات بسرعة عالية ودقة متناهية، وفي المجال التطبيقي لتكنولوجيا المعلومات والاتصالات في الإدارة كأهمية استراتيجية، بما تُسهم من دعم ومساندة لأجل تبسيط الإجراءات الإدارية وتسهيل وتسريع عملية صنع القرار، وتمكين الإدارات من التخطيط بكفاءة وفاعلية للاستفادة من متطلبات العمل، وتقديم جودة الخدمات الإلكترونية وفق معايير فنية وتقنية عالية تواكب العصر.

L’introduction des nouvelles technologies de l’information et de la communication constitue une véritable révolution au niveau de l’administration, cette révolution englobe la transmutation des opérations et services administratifs traditionnels à des services plus effectifs, d’ordre numérique.
L’émergence de l’administration électronique tend à protéger l’entité administrative, afin de permettre la mise à niveau de ses performances et pour optimiser l’utilisation de ses services à haute vitesse et avec précision.
Sur le plan opérationnel, les nouvelles technologies de l’information et de communication jouissent d’une importance stratégique dans la gestion de l’administration; elles contribuent à simplifier les procédures administratives exigées auparavant, ainsi qu’à faciliter et accélérer le processus décisionnel.
Aussi, elles visent à aider de manière tangible les services administratifs dans leur processus de planification au profit des besoins et exigences de l’institution afin de fournir des prestations de qualité en conformité avec les critères techniques exigés de nos jours.
