المستخلص: The aim of modernizing the administration is to bring the administration closer to the citizen and to provide the best services to it. In this context, the welcome and guidance of citizens at the level of regional communities is considered the first practical steps that will improve the image of the municipality or state and thus improve the image of the state.

L’objectif de la modernisation de l’administration est le rapprochement du citoyen à tous les secteurs administratifs afin d’assurer le meilleur service.
Dans ce contexte l’accueil du citoyen au niveau des collectivités territoriales et son orientation est la première étape pratique qui reflète l’image de la commune et wilaya et l’état d’une manière générale. Consciente de l’intérêt de cette bonne image L’Algérie s’est engagé à l’ancre pratiquement et juridiquement.
A travers cette intervention, nous brossons toutes les nouveautés apportées par le législateur dans ce domaine et les plus importantes applications pratiques.

إن الهدف من عصرنة الإدارة هو تقريب الإدارة من المواطن وتقديم أفضل الخدمات له. في هذا الإطار يعتبر استقبال الموطنين على مستوى الجماعات الإقليمية وتوجيههم أولى الخطوات العملية التي من شأنها تحسين صوره البلدية أو الولاية ومن ثمة تحسين صورة الدولة.
وإيمانا من الجزائر بهذا الأمر فقد عمدت إلى تجسيده قانونيا وميدانيا (بشريا وماديا).
من خلال هذه الموضوع نتطرق إلى جديد المشرع الجزائري في هذا المجال، وأهم تطبيقاته من الناحية العملة.
