المستخلص: يستعرض هذا البحث إشكالية العشوائيات الحضرية في الجزائر من خلال مدينة نموذجية (سكيكدة) محاولا إلقاء الضوء على أبعاد المشكلة المطروحة على المستويين الأيكولوجي والاجتماعي ومن خلال ذلك ما تحمله هذه المجالات من ثقافة فرعية تؤسس لطرح خصوصية محلية لظاهرة العشوائيات الحضرية في الجزائر تختلف جذريا عما نلاحظه عبر عشوائيات العالم. فعشوائيات الجزائر عوض عن كونها إرثا كولونياليا بامتياز فهي كذلك نتاج أزمة سكنية متعددة الأوجه منذ الاستقلال وتراكم لتناقضات اجتماعية داخل المدينة الجزائرية (المجتمع) تغذيها سياسات حضرية لم تتمكن حتى الآن من حلها مما جعلها عرضة للتعقيد كلما تأجلت في الزمان. كما تناول هذا البحث إفرازات العشوائيات الحضرية على المستويين الحضري والاجتماعي في علاقتها مع نمو وتشكل المدينة بكل أبعادها المشار إليها. في مستوى آخر طرحت بشكل واسع إشكالية المفهوم الذي وظف (العشوائيات) كبديل للمفاهيم الكلاسيكية المتداولة بالنظر لخصوصيته المحلية واستيعابه للنسق الاجتماعي الذي أنتجه مما قد يؤهله لأن يحتل مكانة ضمن المفاهيم المعبرة عن الظاهرة المدروسة. في المحصلة فإن ظاهرة العشوائيات في الجزائر تطرح قضايا وتفتح نقاشا جديدا في علاقته بالثقافة التي أنتجتها محليا.

This research examines the problem of urban slums in Algeria through a model city (Skikda), trying to shed light on the ecological and social dimensions of the problem. Through this, what these areas hold about a subculture that establishes a local specificity for the phenomenon of urban slums in Algeria is radically different from what we observe across the slums of the world. Instead of being a colonial heritage, Algeria's slums are also the result of a multifaceted housing crisis since independence and the accumulation of social contradictions within the Algerian city (society) fueled by urban policies. It has not yet been able to solve it, leaving it vulnerable to complication the longer it is postponed.
This research also addressed the secretions of urban slums on the urban and social levels in relation to the growth and formation of the city in all its dimensions mentioned. On another level, the problem of the concept that employed (slums) as an alternative to the classic concepts in circulation was widely presented in view of its local specificity and its absorption of the social system that produced it, which might qualify it to occupy a position within the expressions of the studied phenomenon. In the end, the phenomenon of slums in Algeria raises issues and opens up a new debate in relation to the culture it produced locally.
