|b This work tries to shed light on the effect on the reality of scientific research on the immigration of Algerian brains, by illustrating the way Arabian and Algerian brains immigrate and the effects of this phenomena on their native countries. Also this research aims at diagnosing and to uncover the reality of scientific research in Algeria and some of the Arabian countries focusing on the problems that faces the scientific research like the small amount of money spent on the scientific research as well as the shortages in the instruments needed for the research the bad conditions a research may be held in and the obstacles in addition to the bureaucracy they face when they want to publish their research papers. We also focus on the relationship between the condition in which the research is made and the immigration of brains and the problems which face their return. Finally we speak about the mechanisms of refining the scientific atmosphere and its development which enables Algeria to invest and preserve its local scientific capacities.

|a يهدف هذا العمل إلى تسليط الضوء على تأثير واقع البحث العلمي على هجرة الأدمغة الجزائرية، من خلال توضيح معالم هجرة الأدمغة العربية والجزائية والتأثيرات التي تخلفها الظاهرة على بلد الأصل، كما نهدف إلى كشف وتشخيص واقع البحث العلمي في الجزائر وبعض الدول العربية بالتركيز على المشكلات التي تواجه البحث العلمي كتدني مستوى الانفاق ونقص الأدوات البحثية اللازمة، عدم توفر البيئة والظروف البحثية الملائمة وكذا العقبات الإدارية والبيروقراطية التي تواجه الباحثين في نشر بحوثهم، كما تم التركيز على علاقة ظروف البحث بهجرة الأدمغة والمشاكل التي تواجه عودتهم، وأخيرا تطرقنا إلى آليات تحسين المناخ العلمي وتطويره والتي من شأنها أن تمكن الجزائر من أن تحافظ وتستثمر في كفاءتها العلمية المحلية.
