|a تعكس المشاركة العمومية في إعداد سياسات التهيئة والتعمير رغبة المواطنين في المساهمة في تحضير القرارات التي تهمهم، وتكمن أهمية المشاركة العمومية في دورها في إثراء محتوى الدراسات الحضرية والاجتماعية. من هذا المنظور، يهدف هذا البحث إلى تقييم مستوى المشاركة العمومية في إعداد مخططات شغل الأراضي بالجزائر عن طريق دراسة حالة تتعرض لتحليل مميزات المشاركة العمومية خلال إعداد مخطط شغل الأراضي رقم 4 بمدينة باتنة، بالاعتماد على المنهج التحليلي والوصفي، وقد بينت نتائج البحث أن هامش المناورة الممنوح للمواطنين في إعداد هذه المخططات لا يزيد عن مستوى إبداء الرأي في مرحلة متأخرة من الدراسات.

|b Public participation in planning policies and urban planning reflects the need of citizens to be involved in the preparation of decisions concerning them. The importance of public participation lies in its role in enriching the content of urban and social studies. From this perspective, this research aims to evaluate the level of public participation in the elaborating of soils occupations plans in Algeria, through a study case concerned characteristics analysis of public participation which characterized the elaboration of soils occupations plan n4 located in Batna city. For this, we used the analytical and descriptive method. Our results have shown that the margin of maneuver granted to citizens is situated at the level of consultation at an advanced stage of these studies.
