المستخلص: Relation between the ruler and the ruled is part of Human relations that have been and still very complex, sensitive, full of similarities and contradictions, stability and instability and even conflict and tyranny. Islamic law has regulated and well-defined such relations among humans like other bi-relations such as king and subjects, parent and child, husband and wife, and so on. Islam has made such relations very clear for all these aspects, each has rights and duties towards the other. In fact, Islam has made such and such even before the modern calls by world and human nations and covenants. The ruler and ruled are not contradictory or conflicting sides, but homogenous and consistent ones. In other words, the relation between the ruler and ruled is a contract based on contract swearing allegiance on the part of ruled and the ruler, having to follow-suit Allah’s rules and principles towards his ruled. Islam is a religion of balance, maintaining both the ruled’s rights and their duties. Establishing such relations between the ruler and ruled among Muslims was not stated by Muslim scientists or a matter of assiduity, but rather a result of heavenly legitimacies revealed by Allah to his messenger.
