أصبحت قضية اللاجئين جوهر الصراع بين الفلسطينيين و"الإسرائيليين"، الذي طور وتيرة المفاوضات لدى المجتمع الدولي وأدى إلى صدور بعض الحلول لإنصاف اللاجئين. تناولت هذه الدراسة تطورا لقضية اللاجئين في المجتمع الدولي وقرارات تؤكد حقوق اللاجئين الفلسطينيين وتبحث المواقف الدولية والسياسات التي حالت دون تطبيق القرارات، ومنها أن الأمم المتحدة أصبحت أداة تستخدمها بعض الدول المستعمرة الكبرى والتي تستثمر الأمر لصالحها. اعتمدت الدراسة المنهج الوصفي لتحديد ظروف قرارات اللاجئين الفلسطينيين واعتمدت المنهج التاريخي لاستعراض هذه القضية والمنهج الموضوعي لتناول الجمعية العامة للأمم المتحدة ومجلس الأمن للقضية. وخلصت الدراسة إلى نتائج ومنها قرار (194) الذي يعد أهم قرار في قضية اللاجئين ويمثل الاعتراف بحقهم في ظل التعنت "الإسرائيلي" لهذا القرار ومساندة الموقف الأوروبي والأمريكي. توصلت الدراسة إلى توصيات أهمها تكرار النظر في سياسة التعامل مع قضية اللاجئين والتخلص من الهيمنة الأمريكية على الأمم المتحدة حتى يتم تنفيذ القرارات "حق العودة وحق تقرير المصير".
The issue of refugees has become the core of the conflict between the Palestinians and the Israelis, which has accelerated the pace of negotiations with the international community and led to some solutions for refugee redress. This study dealt with the development of the issue of refugees in the international community and resolutions that affirm the rights of the Palestinian refugees and discuss the international positions and policies that prevented the implementation of the resolutions, including that the United Nations has become a tool used by some of the major colonial countries, which invests in their favor. The study adopted the descriptive approach to determining the circumstances of Palestinian refugee decisions and adopted the historical approach to review this issue and the substantive approach to the issue of the U.N General Assembly and the Security Council. The results of the study, including resolution (194), which is the most important decision in the case of refugees and recognition of their right under the intransigence "Israeli" of this decision and support the European and American position. The study reached recommendations, the most important of which is the repeated consideration of the policy of dealing with the issue of refugees and the elimination of American hegemony over the United Nations until the implementation of the resolutions "the right of return and the right to self-determination".
