المستخلص: تركز هذه الدّراسة على دور دولة الإمارات العربية المتحدة في تعزيز وتفعيل التّنمية الثّقافة وإكسابها زخما مجتمعياً، وذلك في إطار جهودها الدؤوبة نحو تحقيق التّنمية المستدامة،بعد أن أصبحت الثقافة عنصراً أصيلاً في تعزيز التنمية بأبعادها المختلفة.ولتحقيق هذه الأهداف تبنت الدّولة عددًا من السياسات والتّوجهات التي من شأنها أنْ ترسخ الحراك الثّقافي والفكري في المجتمع من خلال منظومة ترتكز على قواعد واضحة ومحددة، من بينها إصدار قانون القراءة الإلزامي،وتنشيط الحياة الثّقافيّة والفكرية والفنية عبر تنظيم جملة مِن الفعاليات المختلفة بما فيها معارض الكتاب، وإطلاق الجوائز الثّقافيّة والفكرية. لذلك نجد أنّ مجتمع الإمارات الذي يشهد حراكًا ثقافيًا مدفوعا بزخم التحولات العصرية والانفتاح والتفاعل مع مختلف ثقافات العالم، سيتمكن بعد عملية تراكمية –تحتاج إلى المزيد من الوقت لتنضج-من ترسيخ التّنمية الثّقافيّة في المجتمع الذي بات أكثر وعيا وتفهما إلى حد ما لقيم المعرفة والثقافة والفكر والفن لتتماشى مع التّوجهات الرّسمية والمجتمعية الرامية إلى إعلاء شأن الثّقافة والفنون والإبداع والابتكار بما يتوفر لها من مقومات ثقافية وتاريخية وموروث تراثي.
وخلصت الدّراسة إلى أنّ دولة الإمارات تشهد مرحلة من شأنها أن تمهد إلى الاستدامة الثقافية التي تعتمد على عدة أطراف فاعلة ومؤثرة في المجتمع وهي: الدّولة ممثلة في مؤسساتها الثّقافيّة والفكرية، ومنظمات المجتمع المدني، ووسائل الإعلام المختلفة.

This study focused upon the role of the United Arab Emirates State in strengthening and activating cultural development and providing it with a societal momentum. That is through the frame of its tireless efforts towards accomplishing sustainable development, after culture became an integral element in relation to strengthening the development with its various dimensions. To accomplish these goals, the state adopted numerous policies and directions which can consolidate the cultural and intellectual movement within the society, through a system based upon clear and defined principles. Among these was the issuing of the mandatory reading law and activating the cultural, intellectual and artistic life through organizing a host of different activities, which included book exhibitions and launching cultural and intellectual awards. Consequently, we find that the Emirati society, which is experiencing a cultural movement driven by the momentum of modern transformations and openness and interaction with different cultures of the world, will be able, following an accumulative process which requires some time to mature, to consolidate the cultural development within the society which has come to be more aware and understanding, to a degree, to the value of knowledge, culture, thought and art. Thus enabling it to keep in line with the official and societal orientations which aim to raise the affair of culture, art, creativity and innovation, with what is available in terms of essential cultural, historical and heritage-based elements.
The study concluded that the Emirati state is experiencing a stage which can pave the way for cultural sustainability which relies upon some active and influential parties within the society, which are: The State, represented in its cultural and intellectual institutions, the civil society organizations and the various media mediums or outlets.
