المستخلص: After the world became integrated into one small village thanks to the ease of communication and movement between countries, new and dangerous types of organized crime emerged, such as cybercrime, money laundering, terrorist financing, human trafficking, and many other crimes that affect international peace and security. Addressing these crimes in our time is considered to be a difficult, dangerous and complex task that requires finding and developing modern approaches and mechanisms to combat and curb them at domestic and international levels. This matter cannot be accomplished except through the establishment or creation of an international organ or organization responsible for combating crime and criminals. And such an organization must operate in accordance with legal norms and procedures agreed upon by all States that have signed up to the convention which has been established for this purpose, in order to accomplish the desired goals, reflecting a matter that countries have worked to create and which is embodied in the International Criminal Police Organization (Interpol).

Après l'intégration du monde dans un petit village grâce à la facilité de communication et de circulation entre ses pays, de nouveaux types de criminalité organisée sont apparus, comme le crime d'information, le blanchiment d'argent et le financement du terrorisme, la traite des êtres humains et la paix. Notre ère actuelle de tâches difficiles, dangereuses et complexes, et nécessite la création et le développement de méthodes et de mécanismes modernes pour les combattre et les réduire aux niveaux interne et international, Cela ne peut se faire que par la création ou la création d'un organe ou d'une organisation internationale qui se charge de la lutte contre le crime et les criminels, conformément aux règles et aux principes juridiques convenus par tous les États adhérant à la Convention instituant ces objectifs. Ce qui est incarné par l'Organisation internationale de police criminelle.

بعدما أصبح العالم مندمجا في قرية صغيرة واحدة بفضل سهولة التواصل والتنقل بين دولة ظهرت فيه أنواع جديدة وخطيرة من الإجرام المنظم كالجريمة المعلوماتية، وجريمة تبييض الأموال وتمويل الإرهاب، والإتجار بالبشر، وغيرها الكثير من الجرائم التي تؤثر على الأمن والسلم العالميين إذ يعتبر التصدي لهذه الجرائم في عصرنا الحالي من المهمات الصعبة والخطيرة والمعقدة، وتتطلب إيجاد واستحداث أساليب وآيات حديثة لمكافحتها والحد منها على الصعيدين الداخلي والدولي، وهذا الأمر لا يتم إلا من خلال إنشاء أو خلق جهاز أو منظمة دولية تأخذ على عاتقها مكافحة الجريمة والمجرمين وأن تعمل هذه المنظمة وفقا لقواعد وأصول قانونية توافق عليها جميع الدول التي تنضم إلى الاتفاقية المنشئة لها، من أجل تحقيق الأهداف المتوخاة، وهو الأمر الذي عملت الدول على ايجاده والذي تجسد في المنظمة الدولية للشرطة الجنائية.
