المستخلص: Le phénomène de la croissance urbaine est aujourd'hui une caractéristique récurrente dans tous les pays du monde, caractérisé généralement par une explosion démographique et une importante migration de la population. C’est un phénomène qui produit toujours de différents problèmes affectant ainsi les divers aspects de la vie. A raison de corriger ces déséquilibres, la référence au "développement durable" s'est largement diffusée à l'échelle planétaire ainsi qu’on Algérie, il est devenu un concept phare qui visait initialement tous les domaines de développement. La pensée du développement urbain n'y échappe pas, le développement durable des villes est devenu l'une des nouvelles préoccupations. A cet effet, l’Algérie s’est investi dans le processus de l'adoption des principes du développement durable dans la planification et du développement urbain à la fois au niveau national, régional ou local. En initiant une approche intégrée et globale «la politique de la ville», qui cherche à remédier aux déséquilibres urbains.

The phenomenon of urban growth is now a regular feature in all countries of the world, generally characterized by a population explosion and a large population migration. This is a phenomenon that always produces various problems thus affecting all aspects of life. A reason for resolve these imbalances, the reference to "sustainable development" is widely diffused globally and also in Algeria, it has become a key concept initially affects all areas of development. The sustainable development of cities has become a new concern. For this purpose, Algeria has been involved in the process of adopting the principles of sustainable development in planning and urban development, both at national, regional or local. By initiating an integrated and comprehensive approach "city’s policy", this seeks to address the urban imbalances.

النمو الحضري ظاهرة عالمية تطورت مع مراحل تطور المدن، حيث لازمت بدايته حركة فعلية لجميع المجتمعات البشرية (انفجار سكاني هائل، هجرة سكانية كبيرة)، فهي ظاهرة ما زالت لحد الآن تفرز العديد من المشكلات المختلفة التي تمس كل جوانب الحياة. في مساعيها لتصحيح هذه الاختلالات تبنت البشرية بصفة عامة والجزائر بصفة خاصة مفهوم التنمية المستدامة كرهان للأجيال الحاضرة والمستقبلية في جميع مجالات التنمية، والميدان الحضري لم يشذ عن هذه القاعدة، فقد سارعت الجزائر إلى اتخاذ التزامات فيما يخص اعتماد مبادئ التنمية المستدامة في التخطيط والتنمية الحضرية سواء على المستوى الوطني، الجهوي أو المحلي. ضمن مقاربة شمولية تكاملية هي "سياسة المدينة" التي تبتغي معالجة الاختلالات الحضرية.
