إن الحمد لله نحمده ونستعينه ونستغفره نستهديه ونتوب إليه ونعوذ بالله من شرور أنفسنا ومن سيئات أعمالنا من يهده الله فلا مضل له ومن يضلل فلا هادي له، ونشكره على ما أنعم به علينا، ومن أعظمها نعمة الإسلام، وأن جعلنا خير أمة أخرجت للناس، تأمر بالمعروف وتنهى عن المنكر وتؤمن بالله، كما قال تعالى:﴿ كُنتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنكَرِ وَتُؤْمِنُونَ بِالّله ﴾(سورة آل عمران 110) ونشهد أن لا إله إلا الله وحده لا شريك له، وأن محمداً عبده ورسوله، المبعوث رحمة للعالمين صلى الله عليه وآله وصحبه الطيبين الطاهرين، ومن تبعهم إلى يوم الدين، فهم آخذين بقول رسول الله: (تركتكم على المحجة البيضاء ليلها كنهارها لا يزيغ عنها هالك)(1) فكان على المسلمين أن يقفوا أمامها موقف المدافع عن دينه، المجاهد ضد هذه الآراء والأفكار الهدامة، ولذلك كانت هناك جهود علمائنا في توضيح هذه المذاهب الهدامة والتفرقة بينها وبين الدين الإسلامي الصحيح, وما هذا البحث إلا جهد بسيط مستنبط مما كتب في الديمقراطية، والفرق بينها وبين الدين الصحيح "الشورى" لتوضيح الفرق بينها، وتضمن مقدمة، وأربعة فصول وخاتمة، تناول الفصل الأول: تعريف الديمقراطية ونشأتها وعودتها بعد الكمون، وخصص الفصل الثاني لبيان مبدأ الشورى في الإسلام، وتناول الفصل الثالث: مقارنة بين الشورى والديمقراطية، وخصص الفصل الرابع لبيان الترجيح، وخصصت الخاتمة لبيان أهم نتائج البحث.
Praise be to Allah, we praise Him, and seek His help, and forgiveness, and seek refuge with Allah from the evils of ourselves and the evil of our doings. Whomever Allah guides will not be misled, and who goes astray will not be guided except by Him. We thank Allah for his great blessings especially Islam and honoring us to be of the best nation on earth which enjoins the good and forbid the bad as Allah says in the Holy Quran. "You are the best of peoples ever raised up for mankind; you enjoin Al-Ma'ruf and forbid Al-Munkar, and you believe in Allah", I bear witness that there is no God but Allah alone with no partner, and I bear witness that Muhammad is His servant and His Messenger, his family and companions. They are committing with prophet's saying "I left you on the white path; its night as bright as its day. No one will deviate from it after I am gone but one who is doomed". So, Muslims have to defend such path as defending religion against any misleading ideas and thoughts. Our scholars did great efforts to explain the misleading doctrines and differentiating them from the right Islamic religion. This is a simple efforts, compared with scholars', deducing from writings about democracy and the different between it and true religion "shura" to show the difference between them. The research included the following: Introduction: Chapter One: Definition of Democracy, emergency, and return after latency. Section One: Definition, Section Two: emergency and its place of beginning and the latency stage afterwards. Section Three: return after latency and reasons for such occurrence in the west. Section Four: Entering the Muslim World and cause of that. Chapter Two: Islam: Section One: Shura Definition. Section Two: examples of shura, Section Three: Is shura binding or not? Chapter Three: Comparison between Shura and Democracy, Section One: What is the scale of each one, Section Two: slogans and principles (freedom, equality, and justice), Section Three: in fields and environments (economic, social, and political). Section Four: Detailing the political aspect. Chapter Four: Weighting.
