إن التطورات السريعة في تطبيقات تكنولوجيا المعلومات ساعدت على تنامي القدرات المؤسسية في مجال الرقمنة، كما إنها فتحت المجال لتبني برامج وتطبيقات الحوكمة الالكترونية، التي تهدف إلى تحسين الأداء المؤسسي في القطاعات العامة والخاصة، ورغبة في المؤسسات الحكومية العراقية للافادة من تطبيقات تكنولوجيا المعلومات في تيسير سبل التعاملات الإدارية وتبسيط إجراءات انجاز معاملات المواطنين، انتهجت هذه المؤسسات استراتيجية تطوير تطبيقات الحوكمة الالكترونية. إن بناء بوابات الحوكمة الإلكترونية في العراق سيكون له انعكاسات ايجابية على تنظيم العمل الإداري، وبناء جسور من التواصل بين المجتمع والحكومة فضلًا عن أهمية هذه الخطوة في تطوير المفاهيم المجتمعية بأهمية تطبيقات تكنولوجيا المعلومات ومدى إسهامها في تبسيط إجراءات التعاملات الإدارية والمصرفية. لذا فإن من الأهمية بمكان أن تكون تجارب التطبيق مثمرة وتعطي مردود إيجابي يسهم في تغير النمط التقليدي السائد في انجاز التعاملات الإدارية. ولعل واحدة من أهم ايجابيات الحوكمة الالكترونية، تكمن في قدرتها على توفير مستوى عالي من الشفافية وتحد من ظاهرة الفساد الإداري الناتج أصلًا من الاتصال المباشر بين المواطن والموظف المسؤول عن انجاز المعاملات. يتناول البحث مبادئ الحوكمة الالكترونية وأهميتها ويسلط الضوء على نظم الحوكمة وآليات تطبيقها للشركات، وإبراز أهمية تطبيق مفهوم الحوكمة للشركات العاملة في البيئة الاقتصادية في محافظة البصرة، عاصمة العراق الاقتصادية، وتصميم بوابة الكترونية لحوكمة الشركات العاملة في المحافظة وحماية موقع هذه البوابة باستخدام ملف. htaccess وبناء إجراءات أمنية ومنع مهاجمة الموقع فضلًا عن الكشف المبكر لمخترق الشبكة باستخدام مصائد مخترقي الشبكات honeypots.
