لاشك أن للمراكز البحثية دورا فاعلا في المضي قدما في مسيرة التطور المعرفي المتصاعد في مختلف المجالات، الاقتصادية والسياسية والاجتماعية... الخ، وقد نجح البحث العلمي في الدول المتقدمة ليكون بيئة جاذبة للاستثمارات المختلفة، وذلك بالنظر للعوائد التي حققها في واقع تلك المجتمعات فاستطاعت المراكز البحثية الحكومية وغير الحكومية أن تسهم في النهضة والتنمية وذلك على مدى مئة عام الماضية فضلا عن اسهامها في رفع مستوى الوعي للقضايا العامة والخاصة سواء أكان على المستوى العام أو على المستوى المجتمعي المحلي. إن الاستثمار في مجال البحث العلمي يحتاج إلى دقة التخطيط وتذليل العقبات التي تواجه العاملين فيه وأخيرا المراقبة الصحيحة وفي بحثنا هذا المرسوم: "إشكالية ومعوقات تنمية مراكز دراسات جامعة البصرة" نحاول أن نقف عند الأهمية الاقتصادية لتلك المراكز البحثية، ونوضح دورها الاقتصادي والمعوقات التي تعترضها متخذين من مراكز البحوث والدراسات في جامعة البصرة أنموذجا للدراسة وحالة لها
