يهدف البحث الحالي إلى الكشف عن واقع الاستثمار في البنية التحتية بجامعة الأزهر في غزة، ووضع مقترحات إجرائية من شأنها تفعيل الاستثمار في البنية التحتية لجامعة الأزهر بغزة، بما يعود عليها بمرود مالي يدعم الاحتياجات المالية للجامعة، ولتحقيق أهداف البحث استخدم الباحث المنهج الوصفي المسحي من خلال الدراسة المكتبية المتعمقة لموضوع الدراسة في الوصول للإطار النظري، ودراسة التقارير والنشرات المالية الصادرة عن دائرة وقسم الموارد المالية بجامعة الأزهر في التوصل للدراسة النظرية، وفي وضع المقترحات الإجرائية لتفعيل الاستثمار في البنية التحتية لجامعة الأزهر بغزة بما يعود عليها بتمويل مالي مناسب. وقد توصل البحث إلى العديد من النتائج أهمها: تعاني جامعة الأزهر بغزة من عجز شديد في موازنتها المالية، وذلك بسبب ضعف مصادرها التمويلية. ضعف الاستثمار في البنية التحتية لجامعة الأزهر بغزة، وبالتالي ضعف العائد المادي من أملاك وعقارات الجامعة. ضعف إنتاج المراكز الخدماتية والبحثية في جامعة الأزهر بغزة ضعف تسويق ممتلكات وعقارات وملاعب مسارح الجامعة للمجتمع المحلي، وضعف العلاقة بين مؤسسات وأفراد المجتمع من جهة والجامعة من جهة أخرى. هناك حاجة ملحة لتطوير وتأهيل وإعادة ترميم البنية التحتية للجامعة، حتى تكون على جاهزية تامة للاستثمار بها، ومحفزة للمستثمرين. كما وضع البحث العديد من المقترحات الإجرائية التي من شأنها تفعيل الاستثمار في البنية التحتية بالجامعة بما يعود عليها بالمردود المالي المناسب، منها: 1- التخطيط الاستراتيجي لتمويل الجامعة من خلال الاستثمار في إمكاناتها المادية، من خلال وضع نموذج أو مخطط هيكلي للصور التي يجب أن يكون عليها هذا المصدر في الأجل الطويل، ووضع برنامج للتنفيذ المرحلي في خطط قصيرة الأجل في ضوء الإمكانات المتاحة، وما تسمح به الظروف العامة في المجتمع. 2- إنشاء وحدة خاصة للاستثمار في البنية التحتية بالجامعة تتمتع بدرجة مناسبة من الاستقلال المالي والإداري، تهدف إلى جمع المعلومات والبيانات عن البنية التحتية للجامعة، وتأهيلها وتطويرها، وتسويقها وإنشاء التعاقدات.
The study aims at uncovering the reality of investing in the infrastructure of Al-Azhar University in Gaza and developing procedural proposals that will activate the investment in the infrastructure of Al-Azhar University in Gaza, that would benefit it with financial return that supports the University's financial needs, and to achieve the research objectives, the researcher used descriptive analytical survey method through the in-depth desk study of the subject of the study on access to the theoretical framework, and the study of financial reports and publications, issued by the Service and the Department of Financial Resources at Al-Azhar University to reach the theoretical study, and in developing procedural proposals to activate investment in infrastructure of Al- Azhar in Gaza, to its benefit and funding adequate financial. The research has reached many results, the most important of which are: - Al-Azhar University in Gaza suffers from a severe deficit in its financial budget, due to the weakness of its sources of funding. - Poor investment in the infrastructure of Al-Azhar University in Gaza, and thus the weakness of the financial return of the property and real estate of the university. - Poor production of service and research centers at Al-Azhar University in Gaza - Poor marketing of the property, real estate and stadiums of the university's community theaters, and the poor relationship between the institutions and individuals of the community on the one hand and the university on the other. - There is an urgent need for the development, rehabilitation and reconstruction of the infrastructure of the University, so as to be fully ready to invest in, and motivating investors. The research also put forward many proposed measures that would activate the investment in the university's infrastructure with appropriate financial returns, including: 1- Strategic planning to fund the university by investing in its financial resources by developing a structural model or structure for the images that this source should be in the long run, and developing of phased implementation program in short-term plans in light of the available resources, and general conditions In the community. 2- Establishing a special unit to invest in the infrastructure of the university enjoys an appropriate degree of financial and administrative independence, aims to collect information and data on the infrastructure of the University, and its rehabilitation and development, and marketing and concluding contracts.
