المستخلص: تتمثل سياسة دعم الأسعار بمجموعة الإجراءات والأسس والمبادئ المرتبطة بتحقيق أهداف معينة سواء كانت اجتماعية أو اقتصادية تنعكس في ميزانية الدعم المحددة وفق برنامج معين لمدة زمنية معينة، وتكون جزء من ميزانية الدولة والخاصة بالنفقات التمويلية الجارية، وتعمل سياسة دعم الأسعار على جملة أهداف الغاية منها خلق محفزات تشجيعية للمنتج والمستهلك وتحقيق الرفاهية الاقتصادية. ويعد قطاع الطاقة الكهربائية أحد القطاعات الحيوية التي تهتم الدول على اختلاف مراحل النمو بتقديم الدعم لها، وتختلف سياسات الدعم وسبل تطبيقها من فترة زمنية لأخرى طبقا للمستهدف من الدعم وحسب الظروف المرحلية التي يمر بها المجتمع، لذلك نركز في هذا البحث على سياسة دعم الأسعار لقطاع الطاقة الكهربائية في الطاقة بحكم كون قطاع الكهرباء هو المحرك الأساسي للاقتصاد والأنشطة المختلفة كما أن قطاع الطاقة الكهربائية هو الدعامة القوية للبناء والتطور الاقتصادي وعنصر مهم لاستغلال ثروات وموارد البلد بشكل أكثر رصانة، إلا إن المشكلة التي تواجه التي تواجه سياسة دعم الأسعار في مجال توليد الطاقة الكهربائية في العراق هي توجيه الدعم المقدم لقطاع الكهرباء في غير مكانه الصحيح حيث يوجه هذا الدعم إلى سد الخسائر المتراكمة لهذا القطاع، فضلاً على إن سياسة التسعير في قطاع الكهرباء لا تستند إلى المبادئ والأسس الاقتصادية بسبب أسعار الكهرباء المنخفضة التي لا تغطي تكلفة إنتاجها ويترتب على ذلك العديد من الآثار السلبية التي انعكست في تدهور كفاءة قطاع الكهرباء.

The electric power sector is one of the vital sectors that countries interested in the different stages of growth to support her, and vary the support and means of application of a period of time to another in accordance with the target of support policies, according to the interim conditions experienced by the community, so we focus in this research to support the prices of the energy sector policy electrical in Iraq by virtue of the fact that the electricity 'sector is the main engine of the economy and the various activities and the electric power sector is a strong construction and development of economic important element for the exploitation of the wealth and resources of the country in a more sedate mainstay, but the problem facing price-support policy in the field of electric power generation in Iraq is direct support for the electricity sector in the wrong locality where this support directed to fill the accumulated losses for the sector, as well as on the pricing policy in the electricity sector are not based on economic principles and foundations because of low electricity prices that do not cover the cost of production and the consequent many negative effects which reflected the deterioration in the efficiency of the electricity sector.
