المستخلص: The objective of the research is to identify the perception of civil society institutions of the phenomenon of financial and administrative corruption and mechanisms of its reduction The importance of this comes at a time when Egypt and most of the Arab countries are experiencing the most serious stages of financial and administrative corruption affecting development rates And thus lower investment rates for the constant fear of patterns and forms of corruption that spread in Egyptian society .As well as the negative consequences that affect the values and ethics of citizens and their reflection on the low standard of living And hence on the almost zero production rates of the spread of the culture of bribery, corruption and nepotismt The study relied on the application of 1315 questionnaires on civil society organizations to find their point of view in the mechanisms of combating different types of corruption and to know their strategies in preserving the society from the phenomenon of corruption The characteristics of organizations vary according to their economic and social status The importance of the study is the need to combat all types of corruption and diagnose them to find out the most important tools and mechanisms that can limit the growth of this phenomenon to maintain the capacity of society and its potential both material and human. The study used the descriptive approach as the most suitable methods for the subject of the study.

يتمثل هدف البحث في التعرف على تصور مؤسسات المجتمع المدني لظاهرة الفساد المالي والإداري وألياتها في الحد منه، وتكمن أهمية ذلك في الوقت الذي تمر فيه مصر ومعظم الدول العربية بأخطر مراحل الفساد المالي والإداري والذي يؤثر على معدلات التنمية، ومن ثما انخفاض معدلات الاستثمار لخوف المستثمر من أنماط وأشكال الفساد التي تنتشر في المجتمع المصري، هذا فضلا عن النتائج السلبية التي تؤثر على قيم وأخلاقيات المواطنين وانعكاسها على انخفاض مستوى المعيشة، ومن ثما على معدلات الإنتاج التي تكاد تنعدم لانتشار ثقافة الرشوة والفساد والمحسوبية، وقد اعتمدت الدراسة على تطبيق 315 استبيانه على مؤسسات المجتمع المدني لمعرفة وجهة نظرها في آليات مكافحة أنماط الفساد المختلفة، ولمعرفة استيراتيجتها في الحفاظ على المجتمع من أفة الفساد الموبقة، حيث تم اختيار العينة بطريقة عمدية وتأتي خصائص العاملين في المؤسسات متنوعة حسب وضعهم الاقتصادي والاجتماعي وتتلخص أهمية الدراسة في ضرورة مكافحة كافة أشكال الفساد وأنماطه وتشخيصها للوقوف على أهم الأدوات والأليات التي تستطيع الحد من استفحال تلك الظاهرة، للحفاظ على مقدرات المجتمع وإمكانياته المادية والبشرية على حد سواء، وقد استخدمت الدراسة المنهج الوصفي باعتباره أنسب المناهج الملائمة لطبيعة موضوع الدراسة.
