In recognition of the rights of individuals with special needs, and the belief in their cards and abilities identified, the Social Service prominent role in this area devoted to the laws and principles that recognize the right of an individual with a disability and help them to adapt and integrate with the surrounding environment to become equal with their normal people . The social service in caring for people with special needs several targets including (therapeutic aim, the preventive aim and Development aim). It is intended social service for people with disabilities, "the provision of social, psychological, medical, educational, and professional services that need to be made available to people with disabilities and their families to enable it to overcome the effects left over from his inability". That disability means a lack of mental and physical, psychological and social abilities, whether obvious or hidden with the disparity in grades human being disabled grow less than the ordinary man and faced difficulty in learning the skills in the area hampered In adapt and integrate all disabled people has the ability in his ability in the field of development hindered learning and encourage community and the exploitation of their abilities no matter how limited, so that they produce a pillar not dependent on others. The aim of current research to identify the role of social service in the care of people with special classes, so by relying on a descriptive approach. Corrupted or research society from a group of social workers of the Ministry of Social Affairs in Baghdad province totaling (380), while the sample was composed of (150), a social worker, by (75) specialist of the male, and (75) specialist female has also researchers building a tool to get to know the level of the role played by social service toward special groups. The researchers have offered items of the scale on a group of experts numbered (12) expert, also extracted it Validity and reliability coefficients, and when the application of items of the scale on the sample, and the introduction of data in the system of statistical analysis, the results showed that the level of the role of the social work profession in the care of people with needs special was in the normal limit, according to this result, the researchers made a series of recommendations and proposals.
اعترافا بحقوق الافراد من ذوي الاحتياجات الخاصة، وإيمانا بطاقاتهم وقدراتهم المحددة، كان للخدمة الاجتماعية الدور البارز في هذا المجال لتكريسها بالقوانين والمبادئ التي تعترف بحق الفرد المعاق وتساعده على التكيف والاندماج مع الأفراد العاديين. وتتضمن الخدمة الاجتماعية في مجال رعاية ذوي الاحتياجات الخاصة عدة اهداف منها (الهدف العلاجي، الهدف الوقائي، الهدف الإنمائي). ويقصد بالخدمة الاجتماعية للأشخاص ذوي الإعاقة "تقديم الخدمات الاجتماعية والنفسية والطبية والتعليمية والمهنية التي يلزم توفيرها للشخص ذوي الإعاقة وأسرته لتمكينه من التغلب على الآثار التي تخلفت عن عجزه" إن الإعاقة تعني نقص في القدرات العقلية والجسدية والنفسية والاجتماعية سواء ظاهرة أو غير ظاهرة مع التفاوت في الدرجات فالإنسان المعاق ينمو أقل من الإنسان العادي ويواجهه صعوبة في تعلم المهارات في مجال أعاقته وفي التكيف والاندماج وكل معاق لديه القدرة في تنمية قدرته في مجال اعاقته بالتعلم وتشجيع المجتمع واستغلال ما لديهم من قدرات مهما كانت محدودة حتى يكونوا دعامة إنتاج لا عالة على الآخرين. هدف البحث الحالي التعرف على دور الخدمة الاجتماعية في رعاية ذوي الفئات الخاصة، وذلك من خلال الاعتماد على المنهج الوصفي. تالف مجتمع البحث من مجموعة من الاخصائيين الاجتماعيين التابعين لوزارة الشؤون الاجتماعية في محافظة بغداد والبالغ عددهم (380)، أما عينة البحث فتألفت من (150) اخصائي اجتماعي، بواقع (75) أخصائي من الذكور، و(75) اخصائي من الاناث كما قامت الباحثتان ببناء أداة للتعرف على مستوى الدور الذي تقوم به الخدمة الاجتماعية نحو الفئات الخاصة. وقد عرضت الباحثتان فقرات المقياس على مجموعة من الخبراء بلغ عددهم (12) خبيرا، كما استخرج معاملات الصدق والثبات له، وعند تطبيق فقرات المقياس على عينة البحث، وإدخال البيانات في منظومة التحليل الاحصائي، أظهرت النتائج بان مستوى دور مهنة الخدمة الاجتماعية في رعاية ذوي الاحتياجات الخاصة كانت في الحد الطبيعي، ووفقا لتلك النتيجة، قدمت الباحثتان مجموعة من التوصيات والمقترحات.
