|a يتفق معظم العلماء على أهمية الرأي العام في كل الأزمنة والأمكنة كلها، لكل ناس حكام ومحكومون أفراد وجماعات فهو يشكل قوة ضغط على تلك الأنظمة والحكومات وأن كانت تلك القضايا لها مساس بمصالح الناس ومدى تأثيرها على الأنظمة في اتخاذ القرارات من خلال الاحكام التي تصدرها الناس. والبحث هنا يتناول الرأي العام بمفهوم الحرية الممنوحة لهم وأن كانت مدة الدراسة لا تتناول المفهوم بذاته ولكن يعبر عنه بمفاهيم مثل إرادة الأمة وصوت الشعب ومتناول البحث تعريف الرأي العام لغة واصطلاحا والعناصر المكونة له ونظرة على الأحوال السياسية لمدة الدراسة خاصة وانها تمثلت بوجود سلطة أخرى مماثلة لسلطة الدولة واقوى منها وهناك العديد من الوسائل التي عبرت بها العامة عن موقفها سواء كانت سلبية وتتخذ موقت معادي للدولة وهنا مواقف تكون لها العامة إلى جانب الدولة وموقفها إيجابي لها فضلا عن ابرز النتائج التي توصلت لها الدراسة.

|b Scientists agree on the importance of public opinion at all times and, places, and for all people, governors and convicted by individuals or groups, it forms a powerful pressure on regimes and governments especially if those issues have prejudice and their relationship with people interests and the extent of its impact on it decision- making where through the judgments issued by the people on the work, position or incident either positively or negatively. This term is one of the terms that is frequented by people freely. It is coupled with the degree of freedom granted to them. The emergence of this phenomena is due to ancient historical covenants that have permeated the existence o f human societies and express about it by others concepts such as the will of nation, the voice of people and others. Although there is no such term in the period assigned to study, we have found it through the collective attitudes that people take about events or specific positions and way or expression and reflexes.
