تطرح قضية عمالة الأطفال كواحدة من أهم القضايا المحورية في معرض الحديث عن الطفل واحتياجاته ومشكلاته وما يتعلق به من هموم باعتبارها قضية قومية حضارية تتصل في الأساس بمستقبل المجتمع وخطة بناؤه وتطوره، إلا أن هذه الفئة من الأطفال العاملين لم تلق الرعاية والاهتمام على النحو المطلوب نتيجة تزايد الضغوط الاقتصادية والمشكلات الاجتماعية والمعيشية التي يتعرض لها المجتمع المصري، ويقدر عدد الأطفال في العالم بنحو (2.1) مليار طفل، يمثلون (36 %) من إجمالي تعداد سكان العالم. ولقد أصبحت عمالة الأطفال مشكلة تتفاقم في مختلف أنحاء العالم بشكل خطير، حتى باتت من أهم القضايا التي يسعى المجتمع الدولي للتصدي لها، وتبذل الأمم المتحدة أقصى جهدها للقضاء عليها، وذلك لأنه يترتب عليها العديد من الآثار السلبية. ولا شك أن قضية الاندماج الاجتماعي للطفل العامل في المجتمع المصري لم تحظ بالاهتمام الكافي، في مؤسسات الرعاية الاجتماعية القائمة على هؤلاء الأطفال والتي اقتصر دورها على مجرد إشباع الحاجات الأساسية. فالطفل العامل إذا أحسن إدماجه اجتماعياً، سوف يكون إضافة تنموية جديدة للمجتمع، وخطوة جادة على طريق التنمية الشاملة، وتسعى الدراسة الراهنة إلى تحليل الأوضاع الاجتماعية للطفل العامل ومدى تأثيرها على اندماجه اجتماعياً.
