المستخلص: In this paper, we explore the subject of the role of civil society in respect to laying the foundations of good governance in Algeria. This is in light of the political reforms undertaken by the Algerian Government through the initiative of the President of the Republic beginning from 2011, through embarking upon the reform of part of the legislative arsenal and drafting new texts, such as: The organic law related to the electoral system, the organic law specified to cases of incompatibility with the parliamentary responsibility, the organic law setting the mechanisms to expand the representative share of women in elected councils, the organic law concerning political parties, the organic law related to media and the law of associations. This culminated with the revision of the constitution in the beginning of 2016.
Consequently, we will try to analyze different concepts such as civil society and good governance, highlight the contribution of civil society organizations to the promotion of good governance, and clarify the role of political reforms in Algeria in relation to laying the foundations of good governance by strengthening the status of civil society. This will be by reviewing and dissecting the various provisions (i.e. laws) referred to above and their relationship with civil society and good governance.

Nous abordons dans cet article le thème du rôle de la société civile dans l’instauration de la bonne gouvernance en Algérie, suite aux réformes politiques entreprises par le gouvernement Algérien à l'initiative du Président de la République à partir de l'année 2011, à travers la réforme d’une partie de l'arsenal législatif et l'élaboration de nouveaux textes, à savoir la loi organique relative au régime électoral, la loi organique fixant les cas d'incompatibilité avec le mandat parlementaire, la loi organique fixant les modalités augmentant les chances d’accès de la femme à la représentation dans les assemblées élues, la loi organique relative aux partis politiques, la loi organique relative à l’information, la loi relative aux associations, et en fin la révision constitutionnelle de 2016.
Nous allons donc essayer d’analyser les différentes notions, à savoir la notion de la société civile et la notion de la bonne gouvernance, d’aborder la contribution des organisations de la société civile dans la promotion de la bonne gouvernance, et de clarifier le rôle des réformes politiques en Algérie dans l’instauration des fondements de la bonne gouvernance à travers le renforcement du statut de la société civile, et ce en examinant les différents textes visés ci-dessus, et sa relation avec la société civile et la bonne gouvernance.

نتطرق في هذه الورقة إلى موضوع دور المجتمع المدني في إرساء الحكم الراشد في الجزائر، وهذا في ضوء الإصلاحات السياسية التي عكفت عليها الحكومة الجزائرية بمبادرة من رئيس الجمهورية ابتداء من سنة 2011 من خلال المباشرة في إصلاح جزء من الترسانة التشريعية وبصياغة نصوص جديدة مثل: القانون العضوي المتعلق بنظام الانتخابات، والقانون العضوي المحدد لحالات التنافي مع العهدة البرلمانية، والقانون العضوي المحدد لكيفيات توسيع حظوظ المرأة في المجالس المنتخبة، والقانون العضوي المتعلق بالأحزاب السياسية، والقانون العضوي المتعلق بالإعلام، وقانون الجمعيات، وانتهاء بمراجعة الدستور في بداية سنة 2016.
لذلك سنحاول تحليل مختلف المفاهيم مثل مفهوم المجتمع المدني، ومفهوم الحكم الراشد، إلى جانب إبراز مساهمة منظمات المجتمع المدني في تعزيز الحكم الراشد، وتوضيح دور الإصلاحات السياسية في الجزائر في إرساء دعائم الحكم الراشد من خلال تعزيز مكانة المجتمع المدني، وهذا باستعراض وتشريح مختلف النصوص المشار إليها أعلاه، وعلاقتها بالمجتمع المدني والحكم الراشد.
