|a تهدف الدراسة إلى الوقوف على أهم المبادرات والمشاريع التي طرحتها الدول الغربية والعربية لتسوية وحل قضية اللاجئين الفلسطينيين لعام (1948)، حيث تعتبر قضية اللاجئين الفلسطينيين جوهر الصراع العربي الإسرائيلي الممتد لحوالي (70) عاما من الاحتلال والتهجير والتهويد، وهي قضية مركزية للشعب الفلسطيني ذات أبعاد إقليمية ودولية، وقد بدأت المشكلة باحتلال إسرائيل عام (1948) لأراضي فلسطين، وما تبعها من طرد آلاف الفلسطينيين واقتلاعهم من بيوتهم وأملاكهم وتشريدهم في شتى بقاع الأرض، وجلب المهاجرين اليهود من مختلف أنحاء العالم للسكن مكانهم بالقوة على أنقاض الشعب الفلسطيني تنفيذا للمشروع الصهيوني، الأمر الذي حدا بمنظمة الأمم المتحدة ومجلس الأمن والدول العربية والأجنبية إلى إصدار العديد من المبادرات والمشاريع الخاصة بحل مشكلة اللاجئين الفلسطينيين، وتقرير مصيرهم، وحقهم في العودة إلى ديارهم، مع حفظ حق التعويض للذين يرغبون في العودة ولكل من لا يرغب بالعودة لسبب أو لآخر. خلصت الدراسة إلى مجموعة من النتائج والتوصيات والتي من أهمها: أن الموقف الأمريكي من قضية اللاجئين الفلسطينيين لعام (1948) بقى يتراوح بين ثلاثة مقترحات: التوطين، والتعويض وإعادة التأهيل، بينما تمثل الموقف الإسرائيلي في التهرب من مسؤوليته، والمماطلة في تنفيذ القرارات الدولية الخاصة باللاجئين الفلسطينيين، إلا أن الشعب الفلسطيني المهجر يتمسك بالثوابت والحقوق الوطنية الفلسطينية ومقاومة كل المشاريع التي تهدف إلى تصفية قضيته وحقهم بالعودة، كذلك المطالبة بتطبيق القرارات الصادرة عن مجلس الأمن والجمعية العامة للأمم المتحدة، وبخاصة القرارين رقم "181" لسنة 1947 و "194" لسنة 1948م.

|b The International Initiatives to Address Palestinian Refugee Issues in (1948) By Maison Mansour This paper aims at focusing on the most important actions and projects that are introduced by the foreign and Arab countries in order to reconcile and resolve the Palestinian Refugee issue; which is the supportive policy for their issue since the time of its beginning in 1948 until this moment. Hence, the Palestinian refugee issue is considered the core of the Arab-Israeli conflict as well as the central issue for Palestinians, which has regional and international dimensions. The Palestinian refugee issue has started since the IOF has expelled them from their house and stole their properties as well as displaced them in various parts across the world. According to the Zionist project, many of Jewish immigrants are brought from all over the world to settle in by force. Accordingly, the United Nations, the United States, and the Arab and foreign countries try to issue a various number of actions and projects for solving the Palestinian refugee problem in addition to their return right while compensate who return and who don’t want to return for any reasons. The paper concluded a set of findings and recommendations and the most important one is that the US position on the Palestinian refugee issue remained between three possibilities: Resettlement, compensation and rehabilitation. Hence, the Israeli position is an evasion of responsibility as well as procrastination from implementing the international resolutions in solving the Palestinian refugee issue. Accordingly, we call to hold on the national Palestinian rights. We also try to strongly resist all projects aimed at the liquidation of the Palestinian refugee issue. Moreover, we have to prosecute for International Courts to verdict the leaders of the Israeli occupation for their crimes committing against Palestinians. Furthermore, we have to call for the need to implement the resolutions of the Security Council and the General Assembly of the United Nations - especially “181” in 1947 and “194” in 1948
