المستخلص: ارتبطت مصر كدولة أفريقية عبر تاريخها الطويل بشعوب دول حوض النيل والقرن الأفريقي، ولذا فالتعاون مع الدول الأفريقية يهدف إلى تعزيز العلاقات وذلك من خلال استخدام وتفعيل آليات التعاون في مجال العلاقات الدولية فضلا عن تعزيز دور القطاع الخاص المصري عن طريق دفع مجالات الاستثمار المصري في مشروعات البنية الأساسية.
ظل تطور العلاقات وتنميتها رهنا بالمتغيرات الداخلية وانعكاساتها الخارجية وتنامي قوة مصر لتنعكس في النهاية على تقوية العلاقات ينها وبين دول القارة الأفريقية.
ويجب ألا تختزل علاقة مصر بدول أفريقيا في التجارة والاقتصاد أو في احتياجات مصر من مياه النيل فقط، بل آن الأوان لإحياء دور قوة مصر الناعمة والمتمثلة في التعليم والبحث العلمي والإعلام والثقافة والعمل المشترك مع منظمات المجتمع المدني لإظهار الصورة الحقيقية لمصر والأفارقة وحضارتهم.
وتكمن مشكلة الدراسة في اهتمام الرئيس المصري عبدالفتاح السيسي بالقارة الأفريقية وبتنميتها وبالعمق الاستراتيجي للقارة في مصر منذ توليه رئاسة البلاد، خاصة بعد توتر العلاقات بين مصر وأفريقيا في الثمانينيات والتسعينيات واقتصارها على اللقاءات الرسمية الإقليمية والدولية، وكذلك بعد إنشاء دولة إثيوبيا لسد النهضة عقب ثورة يناير 2011، فكان الرئيس السيسي يسعي منذ توليه الرئاسة إلى الاهتمام بأفريقيا وبتنمية الدول الأفريقية، ويؤكد الرئيس في جميع حواراته على أهمية ربط جسور التواصل بين مصر وأفريقيا، ويؤكد على أهمية أفريقيا لمصر، وأهمية مصر لأفريقيا.
وقد اعتمدت الدراسة على نظريتي الأطر الإعلامية بهدف التأصيل العلمي للرسالة ونظرية اتخاذ القرار في العلاقات الدولية نظرا لأنها تعد من أكثر النظريات المفسرة للسياسة الخارجية للدولة من كونها نظرية في العلاقات الدولية، كما أنها توظف لما يتخذه الجمهور من قرارات معينة نتيجة مشاهدة الفضائيات.
وقد استخدمت الدراسة مسح مضمون الفضائيات المصرية الحكومية والخاصة التي تعالج قضية العلاقات المصرية الأفريقية، والمسح الميداني لشرائح المجتمع المختلفة لمعرفة دور الفضائيات المصرية الحكومية والخاصة في تشكيل الاتجاهات بالقضية.
وقد شمل مجتمع الدراسة ما يلي:
- يشمل مجتمع الدراسة التحليلية الفضائيات المصرية الحكومية والخاصة التي تتناول العلاقات المصرية الأفريقية في محتواها البرامجي والنشرات الإخبارية.
- كما يشمل مجتمع الدراسة الميدانية الخبراء وشرائح من المجتمع المصري بمختلف أعماره (الرأي العام).
وقد اعتمدت الدراسة على عينة عمدية من الخبراء والمتخصصين في الشأن المصري الأفريقي وعينة عشوائية من الجمهور المصري المتمثل في الشباب الجامعي والعاملين بالوزارات والسفارات والمعاهد العربية الأفريقية قوامها 400 مبحوث.
قامت الباحثة بعمل استمارة تحليل مضمون لمعرفة مدى معالجة الفضائيات المصرية الحكومية والخاصة لقضية العلاقات المصرية الأفريقية وذلك على عينة من الفضائيات المصرية الحكومية والخاصة:
بالنسبة للفضائيات المصرية الحكومية: قنوات (الفضائية المصرية، النيل للأخبار).
بالنسبة للفضائيات المصرية الخاصة: قنوات (extra news-ON Live).
والبرامج المقدمة على القنوات الدراسية لمدة دورة تليفزيونية كاملة وهي:
(يوليو – أغسطس – سبتمبر 2017) وذلك بالنسبة للعام 2017، باستخدام أسلوب الحصر الشامل.
أهم نتائج الدراسة:
• كانت المنظمات والهيئات الحكومية المحلية المصدر الأبرز للأخبار المتعلقة بقضية العلاقات المصرية الأفريقية في قناة Extra News بنسبة 100%، وفي قناة ON Live بنسبة 94.9%، وفي القناة الفضائية المصرية بنسبة 91.4%، وفي قناة النيل للأخبار بنسبة 89.2%.
• أن تغطية الأوضاع السياسية استحوذت على الجانب الأكبر من تغطية العلاقات المصرية الأفريقية في القنوات محل الدراسة.
• كانت مصر من الدول التي تنطلق منها القنوات الأربعة محل الدراسة وتنتسب إليها. ومن ثم حرصت هذه القنوات على إبراز الطرف المصري ودوره في أغلب التغطيات محل الدراسة.
• فقد كانت غالبية المضامين في القنوات الأربعة تعرض وجهة نظر أحادية بنسبة 98.3% في قناة ON Live، وبنسبة 95.7% في القناة الفضائية المصرية، وبنسبة 95.6% في قناة Extra News، وبنسبة 95.4% في قناة النيل للأخبار.
• فقد استحوذت القنوات الفضائية الخاصة على النسبة الأكبر من المشاهدين، فعلى حين بلغت نسبة المبحوثين الذين يتابعون دائما القنوات الخاصة 60.2%، فلم تزد نسبة المتابعة الدائمة عن 21.7% بين مشاهدي القنوات الحكومية.

أيضاً فعلى حين كان هناك 4 مبحوثين فقط لا يتابعون القنوات الفضائية الخاصة، فقد بلغ عدد المبحوثين الذين لا يتابعون القنوات الفضائية الحكومية 26 مبحوثا بنسبة 6.5% من اجمالي عينة الدراسة.
• حيث جاءت في الترتيب الأول أن علاقات مصر بدول القارة الأفريقية يحكمها تبادل المنافع والمصالح بوزن نسبي 85.2% ما يعني أن إدراك المبحوثين لأحد الحقائق الجوهرية في العلاقات بين الدول ومفادها أن علاقات الدول تقوم على بالأساس على المنفعة المتبادلة فيما بينهم.
• وتشير النتيجة إلى أن دور الفضائيات المصرية الحكومية والخاصة في معالجة قضايا العلاقات المصرية الأفريقية كان واضحا لدى المبحوثين عينة الدراسة.
مقترحات الدراسة:
• ضرورة إعادة النظر في سياسة مصر الخارجية تجاه أفريقيا وقيام مصر بدور فعال في تحقيق الاستقرار السياسي والاقتصادي في دول حوض النيل حتى تتصدى لأي تدخلات خارجية تسعى لتهميش الدور الإقليمي المصري تجاه افريقيا.
• ضرورة أن تكون الأخبار الخاصة بالعلاقات المصرية الأفريقية المذاعة عبر الفضائيات المصرية الحكومية والخاصة دقيقة وصحيحة ومباشرة.
• إلمام معدي ومحرري البرامج المتعلقة بقضية العلاقات المصرية الأفريقية بكافة الجوانب والأبعاد الخاصة بالقضية، والتدريب على كافة فنون التحرير الإعلامي.
• ضرورة إلمام معدي ومحرري البرامج التي تتناول العلاقات والقضايا المصرية الأفريقية بلغات ولهجات تلك الدول وإطلاعهم على ثقالة تلك الشعوب.
• ضرورة قيام استراتيجية إعلامية مصرية أفريقية لمواجهة الأطماع الأجنبية لثروات القارة الأفريقية.

Over its long history, Egypt, as an African country, has been associated with the peoples of the Nile Basin countries and the Horn of Africa. Therefore, cooperation with African countries aims to strengthen relations through the use and activation of cooperation mechanisms in the field of international relations, as well as by strengthening the role of the Egyptian private sector by pushing forward the fields of Egyptian investment in infrastructure projects.
The development and growth of relations continued to be dependent upon internal changes and their external ramifications and the growing strength of Egypt, to ultimately be reflected in the strengthening relations between itself and the African continent.
Egypt's relationship with African countries should not be reduced to trade and economy or Egypt's needs for Nile water only. Rather, the time has come to revive the role of Egypt's soft power, such as education, scientific research, media and culture, and to work together with civil society organizations to show the true image of Egypt, Africans and their civilization.
The problem being addressed by the study lies in the interest of Egyptian President Abdel Fattah al-Sisi in the African continent and its development and in the strategic depth of the continent in respect to Egypt since he assumed the presidency of the country, especially after the strained relations between Egypt and Africa in the 1980s and 1990s and its being limited to official regional and international meetings, and likewise following Ethiopia's establishment of the Renaissance dam after the January 2011 revolution. Since assuming the presidency, President Al-Sisi has sought to pay attention to Africa and to the development of African States. In all his dialogues, the President emphasizes the importance of linking bridges between Egypt and Africa. He emphasizes the importance of Africa to Egypt and Egypt to Africa.
The study relied on the theories of media frameworks with the aim of knowledge-based rooting of the message and the theory of decision-making in respect to international relations, as it is considered one of the most interpretive theories of the foreign policy of the state due to it being a theory in relation to international relations. The study also made use of what the masses take from the specific decisions as a result of watching the satellite channels.
The study used a survey of the content of Egyptian state and private channels that deal with the issue of Egyptian-African relations, and a field survey of different segments of society to identify the role of Egyptian government and private channels in respect to shaping attitudes related to the issue.
The study community comprise the following:
- The analytical study community includes Egyptian government and private satellite channels that deal with Egyptian-African relations in their program content and news bulletins.
- The field study community includes experts and segments of Egyptian society of all ages (public opinion).
The study relied upon a deliberate sample of experts and specialists in Egyptian-African affairs and a random sample from the Egyptian public, represented by university students and employees of ministries, embassies and Arab-African institutes, totaling 400 research subjects.
The researcher made a content analysis form to find out the extent to which Egyptian government and private satellite channels address the issue of Egyptian-African relations. That was applied upon a sample of Egyptian public and private channels:
In respect to Egyptian government satellite channels: The Official Egyptian satellite channel and Nile News.
In respect to private Egyptian satellite channels: Extra News and ON Live.
The programs presented on the study channels over a full television course, namely:
July, August and September 2017 for the year of 2017, which was undertaken using the comprehensive inventory method.
The most significant results of the study were as follows:
• Local government organizations and bodies were the most prominent source of news related to the issue of Egyptian-African relations. In respect to Extra News with 100%, ON Live with 94.9%, the Egyptian satellite channel with 91.4% and the Nile News Channel with 89.2%.
• The coverage of the political situation acquired the bulk of the coverage of Egyptian-African relations in the channels under study.
• Egypt was one of the countries from which the four channels under study were launched and affiliated to it. Consequently, these channels have been keen to highlight the Egyptian side and its role in respect to most of the coverage under study.
• The majority of the content in the four channels present singular points of view at 98.3% in respect to ON Live, 95.7% in respect to the Egyptian satellite channel, 95.6% in respect to Extra News and 95.4% in respect to Nile News.
• Private satellite channels accounted for the largest proportion of viewers. While the percentage of research subjects who always watch the private channels reached 60.2%, no more than 21.7% of the research subjects always watched the government channels. Also, while there were only 4 respondents who did not follow private satellite channels, the number of respondents who did not follow government satellite channels reached 26, or 6.5% of the total study sample.
• In first place came that: Egypt's relations with African countries are governed by mutual benefits and interests with a relative weight of 85.2%, which means that the research subjects have awareness of one of the fundamental realities in respect to relations between countries, which is that the relations of countries are based mainly on mutual benefit among them.
• The result indicates that the role of Egyptian public and private channels in respect to dealing with issues of Egyptian-African relations was evident to the study sample respondents.
Study proposals:
• The necessity to review Egypt's foreign policy towards Africa and for Egypt to play an effective role in achieving political and economic stability in the Nile Basin countries in order to counter any external interference that seeks to marginalize the Egyptian regional role towards Africa.
• The necessity for the news specifically related to Egyptian-African broadcast through Egyptian government and private channels to be accurate, correct and direct.
• For the preparers and editors of programs related to the issue of Egyptian-African relations to be fully acquainted with all aspects and dimensions of the issue, and trainied in all media editing arts.
• The necessity for the preparers and editors of programs dealing with Egyptian-African relations and issues to be fully familiar with the languages and dialects of those countries and well-informed about the culture of those peoples.
• The necessity to establish an Egyptian-African media strategy to counter foreign ambitions towards the riches of the African continent.
