This research subject focuses on direction of find out the most important requirements of the transition process towards a federal system, through the effective parts in region of capital Tehama "Hodeidah City". The study data, dependent on the primary sources, through various effective leaders, because that those leaders are most able to provide the researcher real information required about the transition process. The current study subject was presented through five sections preceded by a general framework of research, followed by a conclusion, which is as follows: The first section, searching in the theoretical framework of the research to determine the most important requirements of the federal system success. The second section, focuses in define the most important persons in the implementation of the federal system in Tehama province. While, third section identified the most important challenges that will face the federal system transition process in the region. Fourth section tries to determine the steps to change to the federal system in Tehama province. Finally, the fifth section discussed the most important mechanisms for the transition to the federal system in Tehama province. At the end, the most important findings were displayed, then the recommendations that suggested by the researcher to relevant interested in the light of the search results.
يتلخص موضوع البحث في اتجاه تلمس أهم متطلبات عملية التحول باتجاه النظام الفيدرالي؛ من خلال الأطراف الفاعلة بعاصمة إقليم تهامة "مدينة الحديدة"، وقد تم الاعتماد في استقاء المعلومات حول الموضوع من مصادرها الأولية، ومن خلال شخصيات قيادية مختلفة، من منطلق أن تلك الشخصيات هي الأكثر قدرة على تزويد الباحث بالمعلومات الحقيقية التي تتطلبها عملية التحول، وقد تم تناول الموضوع من خلال خمسة أقسام يسبقها الإطار العام للبحث ويعقبها الخاتمة، وهي كما يلي: القسم الأول: يبحث في الإطار النظري للبحث، متجها لأهم متطلبات نجاح النظام الفيدرالي. أما القسم الثاني: فقد اتجه لمعرفة أهم الأطراف الفاعلة في تطبيق نظام الفيدرالية بإقليم تهامة. في حين سعى القسم الثالث: لتحديد أهم التحديات التي ستواجه عملية الانتقال إلى نظام الفيدرالية بالإقليم. أما القسم الرابع: فقد حاول تحديد خطوات الانتقال إلى نظام الفيدرالية بإقليم تهامة. وأخيرا تناول القسم الخامس: أهم آليات الانتقال إلى نظام الفيدرالية بإقليم تهامة. واختتم البحث بعرض لأهم النتائج التي توصل إليها ثم التوصيات التي اقترحها الباحث للجهات ذات العلاقة في ضوء نتائج البحث.
