المستخلص: Despite the great efforts made by the Algerian state to improve the investment climate in its various forms (direct and indirect investment) pursuant to its legal and regulatory provisions enacted in the field, Algeria’s classification is among the reliable global indicators to measure the suitability and attraction of foreign investment in particular, it reveals the existence of many challenges and obstacles to investment policy and consequently, disrupting the wheel of economic development. It is possible to identify the circle of these obstacles within two main axes: The first axis relates to the weakness of the institutional framework for investment, and the second axis revolves around the financial obstacles associated with the investment project.

Les investissements en Algérie restent faibles malgré les nouvelles opportunités avantageuses rendues possibles grâce au nouveau code de l’investissement, C’est normal parce que il y a des Plusieurs obstacles freinent l'investissement étranger.
Dans ce contexte nous pouvons aborder le sujet en deux axes ; Le premier axe concerne L'inefficacité du cadre institutionnel de l'investissement, et le deuxième axe consacre Les problèmes de financement de l'investissement.


رغم ما تبذله الدولة الجزائرية من جهود كبيرة في سبيل تحسين مناخ الاستثمار بصوره المختلفة (استثمار مباشر وغير مباشر)، وذلك بموجب ما تسنه من نصوص قانونية وتنظيمية ذات الصلة بالمجال، إلا أن تصنيف الجزائر ضمن المؤشرات العالمية المعول عليها لقياس مدى ملائمة واستقطاب الاستثمار الأجنبي على وجه الخصوص يكشف النقاب عن وجود الكثير من التحديات والعوائق التي تعترض سياسة الاستثمار، وتعطل بالتالي عجلة التنمية الاقتصادية، ومن الممكن تحديد دائرة هذه العوائق ضمن محورين رئيسين، المحور الأول يتعلق بضعف الإطار المؤسساتي للاستثمار، والمحور الثاني يدور حول العوائق المالية المرتبطة بالمشروع الاستثماري.
