المستخلص: لقد تسببت ثورة المعلومات في تضاعف المعرفة الإنسانية وتراكمها بسرعة رهيبة، وخصوصا المعرفة العلمية والتكنولوجية وأدت العولمة إلى إسقاط حواجز المسافات والزمن، وفتح كل سبل تدفق المعلومات والمعرفة بكل أشكالها، من خلال شبكة تواصل ربطت كل البشر في دائرة واحدة مغلقة أتاحت لهم التفاعل والتداول وأصبح التقدم التكنولوجي هو الحلقة الحاسمة لتحقيق التقدم الاقتصادي، ونتج عن ذلك تحول الاقتصاد العالمي إلى اقتصاد يعتمد أساسا على المعرفة العلمية، أو الاقتصاد المعرفي المبني على المعرفة التي يسفر عنها العديد من البحوث المدنية والتكنولوجية، وأصبحت قدرة أي دولة تتمثل في رصيدها المعرفي، حيث تقدر المعرفة العلمية والتكنولوجية في بعض الدول بنحو 80% من اقتصادها. فظهر مجتمع المعرفة الذي كان نتاجا لظهور اقتصاد المعرفة الناتج عن تشابك أصيل لظواهر مختلفة، مثل: ثورة الاتصالات، وظاهرة انفجار المعلومات، وانتشار استخدام تكنولوجيا المعلومات، مما سمح ببناء اقتصاد المعرفة Knowledge- Based- Economy، وهو مجتمع يشق طريقا جديدا في التاريخ الإنساني، ويجعل المعلومات وتكنولوجيا الاتصالات والمعلومات (LCT) information and communications technology جزءا لا يتجزأ من معظم الفعاليات الاجتماعية والاقتصادية والسياسية والتعليمية، ويحقق تغيرات بنيوية عميقة في مناحي الحياة جميعها (جامل، ويح،2006) ولعبت تكنولوجيا الحاسبات ممثلة في الانترنت دور كبيرا في نقل الثورة المعلوماتية والتكنولوجية _ التي هي لبنة تكوين مجتمع المعرفة من الشمال إلى لجنوب مرورا بالشرق والغرب في نفس اللحظة، وكل ذلك ألقي بثقلة على كافة المجالات السياسية والاقتصادية والثقافية والتربوية والاجتماعية لكل المجتمعات (عباس، 145، 2004 )، ومن أهمها مجال التعليم الإلكتروني الخاص بالأنظمة التعليمية للمجتمعات الساعية للتحول إلى مجتمع المعرفة، حيث فرضت التكنولوجيا المتطورة مبدأ ضرورة الاستفادة منها بهذا المجال للحصول على المعرفة ممثلاً ذلك في اجتياح الحاسبات الآلية، والاتصالات، وتكنولوجيا المعلومات، مجالات التعليم بحيث يستخدم المتعلم جميع تجهيزات تكنولوجيا المعلومات، والوسائط المتعددة، للحصول على المعلومات (جامعة الملك عبد العزيز، 1425ه) وقد استثمر التعليم تلك التكنولوجيا المتقدمة بطريقة موازية بجميع وسائله، فظهرت الاستفادة من هذه التقنيات داخل قاعات الدراسة وفي أقسام المؤسسات التعليمية، وتم تأسيس تعليم متكامل معتمد على هذه التقنيات وسمي بالتعليم الإلكتروني أو التعليم الافتراضي (learning virtual) ومن اهم وسائل تجهيزات تكنولوجيا المعلومات المستخدمة بمجال التعليم الإلكتروني هي الكتب الالكترونية. والسؤال هنا: هل تطور تكنولوجيا الاتصالات والمعلومات وتقنياتها اتسمت بمميزات اوفت بمتطلبات مستخدمي هذه التكنولوجيات وخاصا مستخدمي الكتب الالكترونية؟ بحيث اتاحت النشر والوصول الأمثل للمعلومات من قبل جميع الفئات بإيسر الطرق واوفرها وقتا وجهدا؟، وهل وفي التطور التكنولوجي بمجال علم المعلومات جميع احتياجات مستخدميها خلال العشر سنوات السابقة، والتي اوضحتها الدراسة التي قام بها الباحث هانك (2002 Henke) وحدد بها توقعات مستخدمي الكتب الالكترونية ومتطلبات استخدامهم لها عام 2002. لذا تحاول هذه الدراسة عرض متطلبات مستخدمي تكنولوجيا الاتصالات والمعلومات وخاصا مستخدمي الكتب الالكترونية، وتوقعات هؤلاء المستخدمين منها، وهدفت الدراسة الى التحقق من استيفاء هذه التوقعات والمميزات من خلال عرض ما تم انجازه وتفعليه من التطبيقات التقنية والتكنولوجية الحديثة الخاصة بمجال نشر المعلومات واتاحة الوصول اليها من خلال استخدام الكتب الالكترونية

The information revolution has led to the doubling of human knowledge and its accumulation at a terrible speed, especially scientific and technological knowledge. Globalization has brought down time and distance barriers and opened up all avenues of information and knowledge flow through a network that has connected all people in one closed circle, Technology has been the crucial link for economic progress, resulting in the transformation of the world economy into an economy based primarily on scientific knowledge or the knowledge-based knowledge economy resulting from many civil and technological research, In which the scientific and technological knowledge in some countries is estimated at 80% of its economy. The knowledge society emerged as a result of the emergence of the knowledge economy resulting from the inherent interconnection of various phenomena, such as: the communications revolution, the phenomenon of information explosion and the widespread use of information technology, which allowed the creation of a knowledge-based economy, Information and Communications Technology (ICT) is an integral part of most social, economic, political and educational activities, and makes profound structural changes in all aspects of life (Jamil; waieh, 2006). Computers technology represented by the Internet has played a major role in transferring the information and technological revolution, which is the building block of the knowledge society, from north to south, through the East and the West at the same time. All this has put its weight on all political, economic, cultural, educational and social fields. ,(Abbas,2004, 145), The most important of them is the e-learning field of the educational systems of the societies which seeking to transform into a knowledge society. Advanced technology has imposed the principle of the necessity of benefiting from this field in order to acquire knowledge, such as the invasion of computers, communications, information technology, fields of education so that the learner uses all IT equipment, and multimedia, for getting information (King Abdulaziz University, 1425 AH.) Education has invested this advanced technology in a parallel way in its entire means. The use of these technologies in the classrooms and in the educational institutions departments has been established and an integrated education based on these techniques has been established. It is called e-learning or virtual learning, and One of the most important means of information technology equipment used in the field of e-learning is electronic books. The question here is: Has the development of ICT technology and technologies been characterized by advantages that met the requirements of the users of these technologies, especially the users of electronic books?, So that the dissemination and optimal access to information by all groups is facilitated by easy way and non-time-consuming, and Has the technological development in the field of information science responded to all the needs of its users over the past ten years?, as demonstrated by the study by Henke (2002), which set the expectations and requirements of electronic books users in 2002. The study aims to presenting the requirements of the ICT users and the users of the e-books, and the expectations of these users, and the study aims to verifying of these expectations and advantages by presenting the completed and applied technological and technological applications in the area of information dissemination and its accessibility through Use e-books.
