تعد المكتبة المتخصصة أحد المرافق المهمة التي من شأنها أن تلعب دوراً بارزاً في عملية تطوير المؤسسة الأم، من خلال تقديم خدمة المعلومات التي تهم العاملين فيها؛ وذلك تبعا للتطورات في وظائفها وأعمالها وخدماتها التي تقدمها. والمكتبات المتخصصة القانونية لها سمة خاصة طبقا للمجال الذي تخدمه وطبيعة مصادر المعلومات وحداثتها. وتعد مكتبات المحاكم التابعة لوزارة العدل مرجعا يلعب دوراً مهماً في توفير مصادر المعلومات القانونية والإدارية الحديثة ونقلها للمستفيدين من القضاة والموظفين. تهدف الدراسة في جانبها النظري للتعريف بالمكتبات المتخصصة ومكانتها في وزارة العدل ومكتبة محكمة بداية الزرقاء خاصة. وتنبع أهمية الدراسة من أهمية الموضوع حيث تعد المكتبات المتخصصة في وزارة العدل الأردنية ذات دور أساسي ووسيلة توفير ونقل للمعرفة الحديثة للقضاة والعاملين والمجتمع المحلي في المحاكم التابعة لوزارة العدل الأردنية. ولتحقيق أهداف الدراسة استخدم الباحث المنهج الوصفي المسحي لمكتبات المحاكم من حيث المجموعات والخدمات ودراسة نقاط القوة والضعف في خدماتها خدماتها ومحاولة إيجاد الحلول المناسبة لتطويرها، وتوصل الباحث إلى نتائج تساعد على تطوير وتفعيل دور المكتبات في وزارة العدل بمواصفات مطابقة للجودة من خلال عمل قسم خاص بالمكتبات العدلية يديره موظفون متخصصون في علم المكتبات، وعملا بتوصيات جلالة الملك والدعوة إلى زيادة عدد المتخصصين في مجال المكتبات والمعلومات في مكتبات المحاكم التابعة لوزارة العدل، بحيث يكونون على دراية كافية في إدارة تلك المكتبات وتقديم الخدمات المتطورة والحديثة، ويعملون على إنشاء نظام وسياسة مكتوبة، تعتمد على المواصفات العالمية، وأن يعملوا على مواكبة التقدم في تكنولوجيا المعلومات والتطور الكبير في مجال المكتبات والمعلومات وتجهيز المكتبات بأحدث التقنيـات التي تساعد على تقديم خدماتها بما يواكب رؤية وزارة العدل المستقبلية، وربط مكتبات المحاكم في شبكة تعاونية موحدة وإنشاء فهرس موحد لجميع مكتبـات المحاكم التابعة لوزارة العدل. وتوصلت الدراسة إلى مجموعة من التوصيات:
The special library is an important facility that plays a major role in the development of the parent organization. It offers information services that are of interest to the employees in order to develop services they provide and products in their field of work. Legal libraries have special features based on the specialization of the parent organization and the nature and novelty of the sources of information they provide. The court libraries of the Ministry of Justice are a reference that plays an important role in providing sources of legal and administrative information and transferring them to the beneficiaries being either judges or other legal, administrative staff and local community. The study aims at covering the theoretical aspect of introducing special libraries and their status in the Ministry of Justice and the library of the Court of First Instance Zarqa as a model. The importance of the study stems from the importance of the subject. Special libraries in the Jordanian Ministry of Justice play a key role in providing and imparting modern knowledge to judges, employees and the local community in the courts of the Jordanian Ministry of Justice. To achieve the objectives of the study, the researcher used the descriptive method to analyze the libraries in terms of groups and services, study the strengths and weaknesses of their services and try to find suitable solutions for their development. The researcher concluded that help to develop and activate the role of libraries in the Ministry of Justice by improving their quality through the work of a special section of legal libraries and working on the recommendations of His Majesty King Abdullah II and calling for an increase in the number of specialists in the field of libraries and information science in the libraries of the courts of the Ministry of Justice, to be sufficiently knowledgeable in the management of these libraries and the provision of services and the development of library collections in ways that follow the international standards and is commensurate with the quality and size of the user community of these libraries and utilization of information enable these libraries to provide services in line with the vision of the future Ministry of Justice, linking the court libraries in a national network and creating a unified catalogue of all court libraries' contents that belong to the Ministry of Justice
