المستخلص: The problem of the study: (Knowing the problems of special education) This research deals with all the cases reviewed by the committee of diagnosing children with special needs in sulaimani governorate office from (7 May-2014) to (26 Sep-2018. The importance of the study: Highlight the important layer of society that has not received the appropriate attention and care. The most important aim of the study: Knowing the percentage of the children who need for (second teacher, special class, and early special education. The population of the study: Till now we don't have a scientific statistics related with children with special needs in terms of numbers, type of disability, and needs. So the researcher cannot determine the population of his research which may reach thousands of cases. The sample of the study: In order to knowing the problems of special education in sulaimani governorate, all cases which was reviewed by the committee of diagnosing children with special needs in sulaimani governorate office were adopted which amounted (1748) case. The most important results of the study: All the managers and administrative staffs in the schools cannot provide second teacher, and special class for the high percentage of children's with special needs. So several recommendations and suggestions which are related with this matter were mad.
