المستخلص: This paper sheds light on the importance of the references of political discourse in the Holy Quran, especially from the perspective of sociology of Islamic politics because of the distinguished traits of this discourse from other speeches. This paper is a critical attempt to extrapolate this discourse, its nature, characteristics and mechanisms of its production. The references of political discourse in the Holy Quran is the system of assets, rules and fundamentals that underlie the system of government in Islam. It regulates the relationship between the authority and the nation, determines the responsibilities, rights and duties as stated in the Holy Quran and the Prophetic Law (Sunnah). Moreover, this paper focuses on the process of renewal of political discourse and diverse areas of renewal and the most important obstacles that hinder this process. Addressing the problems of the reality of the Islamic political discourse should be through looking at the origins of the Qur'anic, prophetic and rational discourse, and diligence according to the jurisprudence of the approaches. This is so to bridge the gap between the future view for political discourse and the reality and its dilemmas. These studiousness views try to discover the defect in the contemporary political Islamic performance. It also aims at seperating between political realism and its causes, its idealism and principles, and how to achieve the interim goals without compromising the final objectives and how to deal with the existing regimes. As the doctrinal origins of the faith of the political discourse of the Quran based on the political system of the Islamic state is no longer the same in the culture of Muslims today, after the demarcation of the parameters of the interpretation and moral distortion of its significance. It is done in order to consolidate the questionable discourse that governs the reality of the nation today by its authoritarian systems of different forms and types . This reality can only be changed by returning to the Qur'anic discourse and understanding it correctly. Therefore, the paper aims to study the political discourse of the Quran and its contemporary methodological approaches to uncover the findings of modern studies and the efforts of Arab linguists and orientalists in the field of discourse analysis. It also aims to provide a vision on the new paths in the Quranic studies by determining the intellectual and scientific perceptions of political Islam in the building of the state. The researcher used the inductive, and deductive method to analyze the subject. The importance of this paper is to highlight the role of the political discourse in the Holy Quran in the development of political integration in our societies by changing the intellectual, cultural and religious structure of individuals to cope with the current times and developments. Moreover, we try to analyze the scientific and practical content of the concept of political discourse in order not to be a mere a motto in the current facets of societies. The researchers also try to highlight the actual benefit that can be derived from its use in analyzing social and political transformation in our society. The researcher arrived at several results, including: 1- The references of the political discourse in the Holy Quran contributed to the process of social change, which was sought to work on building the Muslim society according to the orders of Allah and Sunnah. 2- The Islamic political discourse in the Holy Quran has a great impact in directing the human being and preparing his energies to face the various changes of life towards moral perfection, and away from the taboos and speculations that harm and destroy the country and spoil the minds and conscience. 3- The frequent call to renew the Islamic political discourse in the Holy Quran in recent times led to the abuse of religion and its purposes. 4- The Islamic political discourse must be based on science, justice, jurisprudence, people's conditions, and distance from all fanaticism and sect that began to attribute everything that they do in the name of religion and the rulings of Allah 5- One of the most important elements of Islamic political and religious discourse is that it is based on moderation in order to achieve integrated societal change. Finally, the researcher presents some suggestions and recommendations to treat the problem of the study: 1- Addressing extremist religious discourse with thought rather than violence by reforming the curricula and introducing modern media in the presentation of discourse. 2. The Islamic political discourse should be directed to devising Islamic solutions and alternatives to all negative phenomena that lead to the collapse and dispersion of society. 3 - Work on renewing thought and vision with all that is new and working to develop our Islamic political or religious discourse to cope with the present time. 4- Islamic political or religious discourse should be positive in all aspects of life and benefit all people through achieving sustainable development and social justice.

يهتم هذا البحث بإلقاء الضوء على أهمية مرجعيات الخطاب السياسي في القرآن الكريم وعلى وجه الخصوص من منظور علم الاجتماع السياسي الإسلامي نظرا لما يتميز به هذا الخطاب عن غيره من الخطابات الأخرى، ويعد هذا البحث محاولة نقدية لاستقراء موضوعات وطبيعة وخصائص وآليات إنتاجه، لأن مرجعيات الخطاب السياسي في القرآن الكريم هو منظومة الأصول والأحكام والقواعد التي يقوم عليها نظام الحكم في الإسلام، وتنظم شئون العلاقة بين السلطة والأمة، وتحدد المسئوليات والحقوق والواجبات كما جاء في القرآن الكريم والسنة النبوية، فضلا عن ذلك يهتم هذا البحث بالتركيز على عملية تجديد الخطاب السياسي ومجالات تجديده المتنوعة وأهم العوائق التي تعيق هذه العملية. إن معالجة مشكلات واقع الخطاب الإسلامي السياسي يجب أن تكون من خلال النظر إلى أصول الخطاب القرآني والنبوي والراشدي، والاجتهاد وفق فقه المقاربات، لسد الفجوة والهوة بين الخطاب السياسي القرآني المأمول، والواقع وإشكالاته، وهي اجتهادات تحاول كشف الخلل في أداء العمل السياسي الإسلامي المعاصر، واستعادة هويته العقائدية كأساس لمشروعه السياسي، والفصل بين الواقعية السياسية ومقتضياتها، والمثالية ومبادئها، وكيفية تحقيق الأهداف المرحلية، دون أن تخل عن الأهداف النهائية، وكيفية التعامل مع الأنظمة القائمة. وكما أن أصول العقائدية الإيمانية للخطاب السياسي القرآني التي يقوم عليها النظام السياسي للدولة الإسلامية لم تعد كذلك في ثقافة المسلمين اليوم، بعد أن طمست معالمها بالتأويل والتحريف المعنوي لدلالتها، من أجل ترسيخ الخطاب المؤول والمبدل الذي يحكم واقع الأمة اليوم، بأنظمته الاستبدادية على اختلاف أشكالها وأنواعها، هذا الواقع الذي لا يمكن تغييره إلا بالعودة إلى الخطاب القرآني، وفهمه فهما صحيحا. وعليه استهدف البحث إلى دراسة الخطاب السياسي القرآني بآلياته ومقارباته المنهجية المعاصرة والكشف عن ما توصلت إليه الدراسات الحديثة وجهود علماء اللسان العربي والمستشرقون في مجال تحليل الخطاب. وتقديم رؤية حول المسارات الجديدة في الدراسات القرآنية من خلال تحديد التصورات الفكرية والعلمية عن الإسلام السياسي في بناء الدولة واستخدم الباحث المنهج الاستقرائي والاستنباطي والاستنتاجي لتحليل الموضوع. لذا تتجلى أهمية هذا البحث إلى إبراز دور الخطاب السياسي في القرآن الكريم في تنمية الاندماج السياسي في مجتمعاتنا عبر إحداث تغيير في البنية الذهنية والثقافية والدينية للأفراد بما يواكب العصر والمستجدات، فضلا عن ذلك نحاول تحليل المضمون العلمي والعملي لمفهوم الخطاب السياسي القرآني، بما يبعده أن يكون شعارًا في الواجهات الراهنة في المجتمعات، وإبراز الفائدة الفعلية التي يمكن أن تنجم عن استخدامه في تحليل التحول الاجتماعي والسياسي في مجتمعنا. وقد توصل البحث إلى عدة نتائج منها: 1- أسهمت مرجعيات الخطاب السياسي في القرآن الكريم في عملية التغيير الاجتماعي حيث تم السعي من ورائه إلى العمل على بناء المجتمع المسلم الخاضع لأوامر الله والسنة النبوية. 2- إن للخطاب الإسلامي السياسي في القرآن الكريم أثر كبير في توجيه الإنسان وتهيئة طاقاته لمواجهة مختلف تغيرات الحياة نحو الكمال الخلقي، والابتعاد عن المحرمات والخبائث التي تضر وتخرب البلاد وتفسد العقول والضمائر. 3- إن كثرة الدعوة إلى تجديد الخطاب الإسلامي السياسي في القرآن الكريم في الآونة الأخيرة أدت إلى الإسادة إلى الدين ومقاصده. 4- يجب أن يقوم الخطاب الإسلامي السياسي على أساس العلم والعدالة وفقه النفس وأحوال الناس والابتعاد عن كل ما يثير التعصب والفرقة التي بدأت تنسب كل ما تفعله إلى اسم الدين وأحكام الله. 5- إن من أبرز مقومات الخطاب الإسلامي السياسي والديني أن يكون مبني على الاعتدال كي يحقق التغيير المجتمعي المتكامل. وأخيرا قدم الباحث بعض المقترحات والتوصيات لمعالجة الموضوع منها: 1- معالجة الخطاب الديني المتطرف بالفكر وليس بالعنف من خلال إصلاح مناهج التعليم وإدخال الوسائط الحديثة في تقديم الخطاب. 2- يجب توجيه الخطاب الإسلامي السياسي إلى وضع الحلول والبدائل الإسلامية لجميع الظواهر السلبية التي تؤدي إلى انهيار المجتمع وتشتته. 3- العمل على تجديد الفكر والرؤية بكل ما هو جديد ونعمل على تطوير خطابنا الإسلامي السياسي أو الديني بما يواكب العصر. 4- أن يكون الخطاب الإسلامي السياسي أو الديني إيجابيًا في كل نواحي الحياة وينفع جميع الناس من خلال تحقيق التنمية المستدامة، والعدالة الاجتماعية.
