تسلط هذه الورقة الضوء على دور الأمم المتحدة تجاه القضية الفلسطينية منذ تأسيسها حتى نهاية حرب 1973م. وتتدرج الأمم المتحدة في هذا الإطار إلى مراحل مختلفة، فهناك مرحلة التأسيس، ومرحلة تناول القضية الفلسطينية منذ بدايات المؤسسة الدولية، وبلا خبرة تذكر، لمعالجة قضية معقدة، تبنت وجهة نظر التقسيم، وبدأت تعالجها الجمعية العامة للأمم المتحدة من خلال: 1. قرار التقسيم 181. 2. قرار 194، الذي عالج وضع اللاجئين. 3. تشكيل وكالة غوث اللاجئين وتشغيلهم. 4. محاولات الأمم المتحدة إلغاء فلسطين كقضية سياسية، وتحويلها إلى قضية إنسانية1952م. 5. دور مجلس الأمن من خلال قرار 242، وقرار 338. وتناولت الورقة مؤشرات التراجع في دور المؤسسة الدولية، وتخليها عن ميثاقها وعكسها لموازين القوى على الارض، وبذلك تكون قد تخلت عن دورها باعتبارها مؤسسة دولية محايدة، وتحولت إلى أداة في أيدي الدول المستعمرة الكبرى، وتعبر عن مصالحها ،وليس عن مصالح الشعوب المقهورة من الاستعمار. \
This paper sheds light on the role of the United Nations towards the Palestinian cause since its establishment until the end of the 1973 war. In this framework, the United Nations ranges to different stages: the foundation stage and a stage addressing the Palestinian issue. Since the beginnings of the International Foundation and without experience of dealing with such a complex issue, it adopted the viewpoint of division. The United Nations General Assembly began dealing with this issue through: .1 The Partition Resolution181. .2 The Resolution 194, which addressed the status of refugees. .3 the formation of The United Nations for the Relief and Work Agency for Refugees. .4 the attempts of the United Nations to abolish Palestine as a political issue and turning it into a humanitarian issue in 1952. 5. the role of The Security Council through “Resolution 242” and “Resolution 338”. The paper also tackles the decline indicators in the role of the International Foundation, its renouncing of its charter and its reflecting the balance of powers on the ground. Thus, it has abandoned its role as a neutral international foundation and turned into a tool in the hands of the colonial powers reflecting of their major interests and not the interests of the oppressed peoples from colonialism.\
