Due to the challenges faced by Israel, all Herzliya conferences have been significant since the first one in 2000, which came to address a new dilemma: Al-Aqsa Intifada. Although the conferences were held one after the other under very hard internal and external political conditions, Herzliya Conference 2019 saw the most complicated general atmosphere, attributed to national crises. It was titled Navigating Stormy Waters – Time for a New Course. The present report analyzes the 19th edition of the event in two tracks. While the first focuses on the gist of speeches and political approaches, the second explores the conclusions. As the outcomes are often issued two months after the event, the present report studies the overall political stands expressed by the decision-makers through their speeches and to what extent these attitudes formulate the general Israeli politics. There is also analysis of the political context, the challenges encountering Israel and how the participants dealt with them, both in viewing them and fitting them within the broad picture. Accordingly, the report has found the following: 1- The speakers' thoughts and opinions were mainly affected by the internal landscape, handling political issues in the election context. 2- The speeches did not change with regard to the Israeli stance on any issue. 3- There was concentration on military-security figures, to the extent that the Mossad Director almost took the role of the Foreign Ministry. 4- One of the totally absent cases was the two-state solution, which nobody discussed with reference to the relation with the Palestinian Authority.
