The method of the central administration for the administrative units can limit and grant the authorities and power in the hand of the central body which is usually located in the capital city. In the time of expanding and developing the trends and the activates of the administration, that old style of administration should be abandoned and transformed for different local bodies that participate the state in its administration for the purpose of the public benefits. Further, there have been various calls for such modifications on the administration style in order the develop the local societies themselves. In response to these calls, the their self-administrated system elected by determined legal frameworks. Therefore, the Jordanian municipalities law has been amended several times in attempting to meet the essential elements of democracy. Those amendments have been suggested in order to build up the local bodies under a decentralisation system which allow them to be self- administrated. Such local bodies have a relative independence and legal personality. Although the decentralized administration allows for the development of the, nobody can ignore its disadvantages such as the possibility for its exploitation for purposes against the public benefits.
أسلوب الإدارة المركزية للوحدات الإدارية يتضمن حصر السلطات والاختصاصات في يد الهيئة المركزية التي غالبا ما تكون في المركز (العاصمة) ومع تطور واتساع مجالات ونشاط الإدارة وجب التخلي عن هذا النمط من الإدارة لهيئات محلية منتخبة تشارك الدولة في إدارة هيئات محلية من أجل الصالح العام وتنمية المجتمعات المحلية فظهر نظام اللامركزية الذي يقوم على تفويض الصلاحيات وإحلال هيئات محلية تقوم بإدارة نفسها من خلال مجالس محلية منتخبة وفق أطر قانونية لذا تم تعديل قانون البلديات أكثر من مرة ليتماشى مع الروح الديمقراطية وتطور العصر نحو انفتاح أكثر ونحو إفساح المجال لإدارات محلية تدير نفسها بنفسها وتحت إشراف الحكومة المركزية. هذا وتعد الإدارة المحلية أو الأسلوب اللامركزية في إدارة الوحدات الإدارية هو أحد مقومات الإدارة الديمقراطية حيث أن السمة المميزة لهذا النظام هو الاستقلال النسبي وتمتعها بالشخصية المعنوية غير أن هذا لا يعنى أن هناك بعض الإشكاليات في المجالس المحلية المنتخبة تتمثل أحيانا بتغليب المصالح الخاصة الضيقة على حساب الصالح العام ومن هنا نركز على الرقابة الإدارية.
