المستخلص: سنتعرض فيما يلي إلى توضيح مفهوم "الحق في الاعلام"، الذي يعتبر من الحقوق الأساسية للإنسان لاسيما في عصر الثورة المعلوماتية.
اشتهر تصنيفه ضمن حقوق الانسان الجديدة او ما يعرف بالجيل الثالث من حقوق الانسان.
الا ان كل الصعوبة تكمن في تعريفه بدقة والتمييز بينه وبين بعض المفاهيم المشابهة، خاصة وأن الأغلبية تربطه بما هو بعيد كل البعد عنه: الصحافة وهياتها المختلفة المكتوبة، السمعية او السمعية البصرية، حيث يلتبس على الكثير الامر بشأنه.
لذلك سنتولى في الجزء الأول من هذه الدراسة ابراز مفهومه وتبيان الأهمية البالغة التي يتمتع بها والدور الذي يلعبه هذا الحق باعتباره وبلا منازع من أهم عوامل النمو اليوم وأكبر دافع لتطور الافراد والمجتمعات وازدهارها، هذا بالإضافة إلى كونه ضمان لفعالية حرية التعبير، وأحد الأعمدة لكل مجتمع ديموقراطي...
أما في الجزء الثاني فسنهتم بالتكريس الذي حضي به هذا الحق سواء على مستوى دولي أو داخلي، حيث سنعمد إلى المقارنة بين مختلف التشريعات والأنظمة لنحدد أيها كانت أكثر انتصارا له وما هي الآليات التي سمحت بذلك.

Nous allons traiter dans cet article du «droit à l’information», droit fondamental des droits de l’homme et rameau de la liberté d’expression notamment à l’ère des TIC.
Très connu également comme étant parmi la nouvelle génération des droits de l’homme dite de «troisième génération»… Le problème est que ce droit capital est très souvent confondu avec d’autres notions avec lequel il est souvent lié à tort : les médias ! En toutes ses formes, écrites, audio, ou audiovisuelle.
Pour cela on se préoccupera d’abord de donner une définition précise de ce droit, avant de passer ensuite à démontrer l’importance capitale qu’il occupe dans chaque société démocratique.

The concept of “right to information”, which is one of the fundamental rights of human beings, especially in the era of the information revolution, will be explained by me below. Its classification was known as a new human right or the third generation of human rights. However, all the difficulty lies in defining it accurately and distinguishing it from some similar concepts, especially since the majority associate it with what is far from it: the press and its various forms, including print media and other broad case media, where many individuals are confused about it. In the first part of this study, we will highlight its concept and the importance it enjoys and the role that this right plays as one of the most important factors of growth today and the greatest motivation for the development and prosperity of individuals and societies, in addition to being a guarantee of the effectiveness of freedom of expression and one of the pillars of every democratic society.
In the second part, we will focus on the promotion of this right, both internationally and domestically. We will compare the various legislations and regulations to determine which ones have been more successful for it and what are the mechanisms it has allowed.
