المستخلص: يُعتبر البنك الدولي أكبر ممول عالمي لمشاريع التنمية في دول العالم الثالث، وقد ظل لفترة طويلة يدافع عن موقفه في تفسير مبدأ "الحياد السياسي" كي لا يأخذ بعين الاعتبار في سياساته سوى الاعتبارات الاقتصادية. خضع هذا التفسير للمبدأ لبعض التطور بحيث أصبح البنك يرى في تعرضه لبعض المسائل كمكافحة الفساد أمرا لا يخرق مبدأ الحياد الذي ينتهجه، بل أصبح ينتهج نهجا جديدا يعتبر فيه الفساد في الدولة المقترضة أحد عوائق تحقيق التنمية المستدامة في البلد المعني. وقام في سبيل ذلك بإنشاء بعض الأجهزة والآليات التي يراها مساندة لمكافحة الفساد. وتتلخص فكرة البحث في بيان جهود البنك في مكافحة الفساد ومدى تحقيقها الأهداف المنشودة في دعم التنمية المستدامة في الدولة المقترضة. وكذلك الوقوف على المخاطر المحتملة للفساد على المشاريع التي يمولها البنك في الدولة المقترضة. وقد توصل هذا البحث إلى مجموعة نتائج: - يعتبر هذا المجال مجالا جديدا من مجالات تدخل البنك في الدول الأعضاء. - توضيح العلاقة بين الفساد في الدولة المقترضة ومتطلبات التنمية المستدامة. - ازدواجية موقف البنك من التصدي لمسألة مكافحة الفساد وعدم اعتباره ذلك خرقا لالتزامه بمبدأ الحياد السياسي، بالمقارنة مع موقف البنك من التصدي لبعض المجالات الأخرى.

The World Bank is the world's largest financier for development projects in the Third World. For a long time, it has been defending its position in interpreting the principle of political neutrality so as to take into account only economic considerations. This interpretation of the principle has been subject to some development so that the Bank considers that the dealing with certain issues such as fight against corruption, which does not violate its neutrality principle, but rather adopts a new approach in which corruption in the borrowing State is considered to be a hindrance to achieving sustainable development in the country concerned. To that end, the world bank has established some of the mechanisms that would be supportive of the fight against corruption. The research idea is summarized in the statement of the Bank's efforts in combating corruption and the extent to which it achieves the objectives of supporting the sustainable development of the borrowing country. As well as to identify the potential risks of corruption to projects financed by the Bank in the borrowing country. This research results in a set of results: -This is a new field of the Bank's intervention in Member States. - To clarify the relationship between corruption in the borrowing country and the requirements of sustainable development. -Duplicity of the Bank's position on addressing the issue of combating corruption and not considering it a breach of its commitment to the principle of political neutrality, as compared to the Bank's position to address some other fields.
