المستخلص: Developments in ICTs have led to many fundamental changes across the political, economic, even social and cultural sectors. As a result of digitization applications, several new concepts have emerged, such as e-commerce, e-communities, and e-government, where they have become Governments from the traditional system to electronic due to the advantages and characteristics offered by these technologies. Many European and even Arab countries have embarked on a shift towards this new type of government. This study presents the most important experiences of e-government and its success factors.

أدت التطورات الحاصلة في تكنولوجيات المعلومات والاتصالات إلى عدة تغيرات جوهرية على مختلف القطاعات السياسية والاقتصادية وحتى الاجتماعية والثقافية، فبفعل تطبيقات الرقمنة ظهرت عدة مفاهيم جديدة، كالتجارة الإلكترونية، المجتمعات الإلكترونية والحكومات الإلكترونية، أين تحولت الحكومات من النظام التقليدي إلى الإلكترونية نظرا للمزايا والخصائص التي تتيحها هذه التكنولوجيات. وقد شرعت العديد من الدول الأوربية وحتى العربية منها إلى التحول نحو هذا النمط الجديد من الحكومات، وتعمل هذه الدراسة إلى عرض أهم التجارب الرائدة للحكومات الإلكترونية وتبيان عوامل نجاحها.

L'évolution des technologies d'informations et de la communication ont conduit à un certain nombre de changements fondamentaux dans les différents secteurs politiques et économiques et même sociaux et culturels, Grace aux applications de numérisation, plusieurs nouveaux concepts ont vu le jour, tels que e-commerce, e communautés, et e-gouvernement. Que les gouvernements du système traditionnel se sont tournés vers la vue électronique en profitants les avantages et des caractéristiques offertes par ces technologies. De nombreux pays européens et Arabes ont commencé à se tourner vers ce nouveau style de gouvernement, que cette étude vise à afficher les plus importantes expériences pilotes d'egouvernements et de démontrer leurs facteurs de succès.
