تناول هذا البحث سياسة الدولة الأموية تجاه قبائل القيسية واليمانية، وبيان أثر ذلك على حكم الدولة الأموية، ومدى موافقته لمبادئ السياسية الشرعية في الإسلام، وعنونت له بـ "سياسة الدولة الأموية تجاه قبائل القيسية واليمانية في ميزان السياسة الشرعية"، وهو يندرج تحت المحور الأول: الحضارة والتاريخ العربي والإسلامي عبر العصور: العصر الأموي.
فقد عني الإسلام بكل ما يتعلق بشئون الدولة وأعمال ولي الأمر، فيما اصطلح عليه العلماء بالسياسة الشرعية وهي علم له أصول ومبادئ، وغايتها تدبير شئون الدولة الإسلامية وفق تعاليم القرآن الكريم، كما أنها تهدف إلى إدارة مؤسسات المجتمع بنجاح يؤدي إلى سيادة الأمن والسلام.
ويهدف البحث إلى بيان أثر الالتزام بمبادئ السياسة الشرعية في استقرار الدول علمياً، سعياً لتطوير علم السياسة الشرعية وربطه بالواقع العملي، والكشف عن مقومات التطور الحضاري من المنظور الشرعي.
وقد اتبعت في ذلك منهجاً يقوم على؛ المنهج الوصفي، والمنهج التاريخي النقدي.
وجاء البحث في مقدمة، وتمهيد، وثلاثة مباحث، وخاتمة، فيه: مقدمة، مدخل للموضوع.
وتمهيد يتناول: التعريف بمفردات العنوان.
ثم المبحث الأول: سياسة الدولة الأموية تجاه القبائل القيسية وأثرها على الحكم.
ويليه المبحث الثاني: سياسة الدولة الاموية تجاه القبائل اليمانية وأثرها على الحكم.
في حين جاء المبحث الثالث في عقد موازنة مع مبادئ السياسة الشرعية.
الخاتمة: وفيها أهم ما توصلت إليه من نتائج وتوصيات.

Umayyad State's policy towards the Qaysiyah and Yemeni tribes on the scale of legitimate politics

This paper discussed the policy adopted by Umayyad State towards the Qaysiyah and Yemeni tribes and explained its impact on the rule of the Umayyad State and its compatibility with the principles of legitimate politics in Islam. The study was entitled “Umayyad State policy towards the Qaysiyah and Yemeni tribes one the scale of legitimate politics.” The first chapter consists of civilization and Arab and Islamic history throughout the ages: the Umayyad era.
Islam is concerned with everything related to the affairs of the state and the actions of the guardian, which has been described by scholars as legitimate politics. It is a science of rules and principles, and its objective is to manage the affairs of the Islamic State in accordance with the teachings of the Holy Quran. It also aims to maintain the institutions of a society successfully, leading to peace and security.
The research aims to demonstrate the impact of adherence to the principles of legitimate politics on the scientific stability of countries to develop the science of legitimate politics and link it to practical reality, and to uncover the elements of civilizational development from a legitimate perspective.
The researcher has followed the descriptive and critical historical approaches in the research.
The research consists of a preamble, a preface, three chapters, and a conclusion.
The preamble deals with the study subject, while the preface deals with the definition of the vocabulary of the subject.
First Chapter: Umayyad State policy towards Qaysiyah tribes and its impact on the rule.
Second Chapter: Umayyad State policy towards Yemini tribes and its impact on the rule.
The third chapter discussed this policy on the scale of legitimate politics.
The conclusion included some critical findings and recommendations.
