المستخلص: This study aims to present a vision to encourage and develop the system of small and medium enterprises in Algeria in light of the challenges faced by the Algerian economy following the collapse of oil prices, the decline of foreign currency reserves and the decline of public budget expenditures, which forced the government to seek alternatives strategy for promoting growth and achieving balanced and comprehensive development adapted to Algeria's potential. It requires those involved in the SME sector to develop financial and technical aspects and provide administrative and fiscal facilities to promote these institutions, which are the backbone of modern economies, given the large and important qualifications of this sector in Algeria to restore balance for the various budgets of the Algerian economy, such as diversifying exports, reducing imports that these institutions can produce locally, providing other regular revenues for the general budget, creating jobs, absorbing unemployment, forming and framing the workforce, transferring advanced technology and other benefits that can be used for the Algerian economy which these institutions can bring for the national economy.

Cette étude vise à proposer une vision pour la promotion et le développement du secteur PMS dans Algérie. à la lumière des défis auxquels fait face l'économie algérienne après la chute des prix du pétrole et la baisse des réserves de trésorerie de devises et la baisse des dépenses du budget général, qui a imposé du gouvernement à la recherche pour des stratégies alternatives afin de stimuler la croissance Et pour parvenir à un développement équilibré et global adapté au potentiel de l'Algérie. Lorsque cela est requis sur la base secteur des petites et moyennes des entreprises, côté financier et technique du développement et de la fourniture d'installations administratives et fiscales pour l'avancement de ces institutions qui sont l'épine dorsale des économies modernes, compte tenu de propriété du secteur en Algérie d'une qualification de grandes et importantes afin de rééquilibrer les différents budgets de l'économie algérienne des exportations et de réduire les importations, qui peuvent ces institutions produits localement, et la fourniture d'autres recettes ordinaires du budget général et la création d'emplois et l'absorption du chômage, la composition et le travail d'encadrement et le transfert de technologies de pointe et d'autres caractéristiques qui peuvent être Ces institutions apportent l'économie nationale.

تهدف هذه الدراسة إلى طرح رؤية لتشجيع وتطوير منظومة المؤسسات الصغيرة والمتوسطة في الجزائر في ظل التحديات التي يواجهها الاقتصاد الجزائري بعد تهاوي أسعار النفط وتراجع الاحتياطات النقدية من العملة الصعبة وتراجع نفقات الموازنة العامة، وهو ما فرض على الحكومة البحث عن بدائل استراتيجية من أجل دفع عجلة النمو وتحقيق تنمية متوازنة وشاملة تتكيف مع الإمكانيات المتوفرة لدى الجزائر. حيث يتطلب من القائمين على قطاع المؤسسات الصغيرة والمتوسطة تطوير الجانب المالي والتقني وتقديم التسهيلات الإدارية والجبائية للنهوض بهذه المؤسسات التي تعتبر العمود الفقري للاقتصاديات الحديثة، نظراً لما يمتلكه هذا القطاع في الجزائر من مؤهلات كبيرة وهامة من أجل إعادة التوازن للموازنات المختلفة للاقتصاد الجزائري كتنويع الصادرات والتقليل من الواردات التي يمكن لتلك المؤسسات انتاجها محليا، وتوفير إيرادات عادية أخرى للموازنة العامة وخلق مناصب شغل وامتصاص البطالة وتكوين وتأطير اليد العاملة ونقل التكنولوجيا المتطورة وغيرها من المزايا التي يمكن أن تجلبها تلك المؤسسات للاقتصاد الوطني.
