المستخلص: يعد الماء في المنطقة الصحراوية العامل الأساسي لتثبيت السكان وتطوير جميع أنشطتهم الاجتماعية والاقتصادية، داخل وسط متعدد التغيرات، خاصة تميزه بظروف مناخية جد صعبة. كما يتوفر الحوض الهيدروغرافي بالصحراء الجزائرية على موارد مائية جوفية معتبرة خاصة في حوض الصحراء الشمالية من خلال النظامين المائيين: المتداخل القاري والمركب النهائي، لكنها في الغالب غير متجددة. في نفس الوقت يعاني سكان المنطقة من نقص المياه، التي تتعرض لمشاكل التلوث والملوحة وارتفاع درجة حرارتها نتيجة التسيير غير المحكم والمستديم للمورد. وعليه تسيير المياه خاصة الجوفية منها وفي مثل هذا الإقليم الجاف وأحد أكثر المناطق حرا في العالم؛ والحاجة المتزايدة لتوفير المياه للشرب، وللفلاحة وكذا الصناعة يستلزم معرفة الوضع الهيدرومناخي بالمنطقة ومدى تأثيره على ممارسة الأنشطة الاقتصادية والاجتماعية بها وتبني وسائل حديثة تكفل كفاءة استغلالها وتحميها من التبذير والتلوث، وتفسح المجال لمساهمة كل المتدخلين المعنيين في تسييرها والمحافظة عليها لصالح الأجيال القادمة. من هنا وفي ظل هذه الظروف، يمكن طرح التساؤل التالي: كيف يمكن المحافظة على الموارد المائية، تحسين استغلالها وجعلها عنصرا فاعلا في تحقيق التنمية المحلية المستدامة في الحوض الهيدروغرافي للصحراء؟

At the same time, the population of the area is suffering from water shortages, which are subject to pollution and salinity problems and high temperature due to the unmanageable and permanent operation of the resource. And the management of water, especially underground, and in such a dry region and one of the most free areas in the world ; And the need to provide water for drinking, and for agriculture as well as industry requires knowledge of the hydro-climatic situation in the region and its impact on the exercise of economic and social activities and the adoption of modern means to ensure the efficiency of exploitation and protect them from waste and pollution, and allow for the contribution of all involved in the operation and maintenance for the benefit of future generations. From here, under these conditions, the question can be raised: How can water be conserved, improved and made effective in achieving sustainable local development in the hydrographic basin of the Sahara?
