المستخلص: Le Programme Tempus est mis en oeuvre par l’union européenne en 1990, cependant les pays du sud méditerranéen n’y adhèrent qu’en 2002. Ce programme constitue une passerelle entre les universités et a pour objectif la modernisation des systèmes de l’enseignement supérieur.
Dans cet article sont exposés le principe de ce programme, se objectifs, les critères de participation aux projets de ce programme. Une analyse est faite dans le cas de l’Algérie en déterminant les points positifs et négatifs des projets Tempus depuis son adhésion à ce programme.

TEMPUS is the oldest program funded by the European Union since 1990 and was joined by South Mediterranean countries in 2002. This program promotes cooperation between university institutions and focuses on the reform and modernization of higher education systems.
The principles, objectives, and criteria for participation in its projects will be discussed in this article. The reality of this program in Algeria is then analyzed by identifying the positive and negative points of the TEMPUS projects since Algeria joined it.

TEMPUS هو أقدم برنامج ممول من طرف الإتحاد الأوروبي منذ عام 1990، وقد كان انضمام دول جنوب المتوسط له عام 2002. ويعمل هذا البرنامج على تشجيع التعاون بين المؤسسات الجامعية، ويركز على إصلاح وتحديث أنظمة التعليم العالي.
وسيتم التطرق في هذا المقال إلى مبادئ هذا البرنامج وأهدافه ومعايير المشاركة في مشاريعه. ثم تحليل واقع هذا البرنامج في الجزائر بتحديد النقاط الإيجابية والسلبية لمشاريع برنامج تمبوس منذ انضمام الجزائر إليه.
