|a إلى جانب مشكلة فتح أو عدم فتح النقل الجوي في الجزائر للمستثمرين الخواص سواء الجزائريين والأجانب الذي لا يزال مطروح، فإن فتح سماء الجزائر للمنافسة موضوع مثير للجدل حاليا. إذ تواصل الدول والمنظمات الإقليمية في ممارسة الضغط على الجزائر لتحقيق هذا الغرض. فالولايات المتحدة من أجل خط الجزائر العاصمة ونيويورك، والاتحاد الأوروبي، ودول الخليج العربي، وبلدان المغرب العربي تعاود الضغط بانتظام على الجزائر، وتؤيد المنظمة الدولية للطيران المدني (ICAO) ذلك بطبيعة الحال. إن معارضة السلطات الجزائرية المعنية، في الوقت الحاضر، لفكرة السماء المفتوحة بشكل رئيسي (الفتح الكلي للسماء) لا يمكنها الاستمرار إلى أجل غير مسمى.
