|a لقد أصبحت كفاءة الأسواق المالية ومنذ الأعمال الأولى لــــــــــ Eigen Fama في الستينيات من القرن الماضي هدفا تسعى إليه كل البورصات العالمية وذلك نظرا لدورها العملياتي الذي يؤثر مباشرة على قرارات التمويل والاستثمار، وبالإضافة إلى الأثر الذي تحدثه في توفر المعلومات المالية لمتخذي القرار المالي والاستثماري وكذلك شفافيتها ودرجة صلاحيتها فهي تساهم في توفير الشروط الضرورية لاتخاذ قرارات عقلانية وذات عائد مالي وأقل خطورة، وبالتالي فهي تسمح بتفادي مختلف الوضعيات التحايلية والممارسات التفضيلية لبعض المتعاملين. كما أنها تعطي قيمة للسوق تسمح بالقيام بتمويل الاقتصاد وجلب مستثمرين ومؤسسات جديدة.\n ونظرا للأهمية التي تكتسبها سوق الأوراق المالية في الحياة الاقتصادية فإن أغلب الدول العربية كغيرها من دول العالم قامت بتطوير وتنظيم أسواقها والوقوف على المعوقات والعقبات التي تحول دون الرفع من كفاءتها وتفعيل دورها في الاقتصاد.\n

|d Depuis les célèbres travaux d’Eigen Fama sur l’efficience des marchés financiers, l’idée ne cesse d’acquérir une importance grandissante du fait de son caractère opérationnel qui agit directement sur les décisions d’investissements de tous les acteurs de la bourse. Grace à l’effet qu’elle peut exercer sur la disponibilité, la fiabilité et la transparence des informations financières, elle contribue fortement à l’établissement des conditions favorables permettant d’établir des décisions d’investissement rationnelles, rentables et moins risquées. Elle permet également d’éviter les différentes situations de manipulation et d’agitation frauduleuses. Il donne également la valeur au marché permettra de réaliser le financement de l'économie et apporter de nouveaux investisseurs et institutions. \nCompte tenu de l'importance acquise par le marché boursier dans la vie économique, la majorité des pays arabes, comme d'autres pays du monde ont développé et réguler leurs marchés et identifier les contraintes et les obstacles qui entravent son efficacité et renforcer son rôle dans l'économie. \n
