|a تهدف الدراسة الى القاء الضوء على موردين ماليين من أهم موارد الدولة الاسلامية؛ هما الخراج والعشور، حيث يتعلق المورد الأول بالأراضي الزراعية، أما المورد الثاني فيتعلق بالتجارة الخارجية؛ حيث تلقي الضوء على امكانية تطبيق هذه الايرادات في ميزانية الدولة الحالية وقد توصلت الدراسة الى الاستمرار في عدم تطبيق الخراج الآن، والاستعاضة عنه بضريبة عامة على الأراضي إذا ما لزمت لتحقيق المصلحة العامة للمسلمين، أما بالنسبة للعشور فيمكن أن تطبق ضريبة جمركية بما يشابه فرض العشور؛ في وقتنا المعاصر وبالتالي اعتبارها موردا من الإيرادات العامة للدولة الاسلامية تساهم في تمويل نفقاتها العامة؛ وفق شروط محددة.

|b The aim of this study is highlight the most important of two financial resources of the Islamic State, namely the Kharaj and ushur, where the first resource is related about agricultural lands, and the second is related to foreign trade. It highlights the possibility of implementing these revenues in the current public budget. we concluded that when we will not be applied the Kharaj till now and we replaced by a general tax on land if they necessary to achieve the general interest of the Muslims. According Ashoor, a customs tax may be applied in a manner similar to the imposition of Kharaj; therefore as a source of public revenues of the Islamic state that contribute to the financing of public expenditure; under specific conditions
