|d Cet article vise à montrer quels sont les paramètres préférés pour évaluer les performances des entreprises publiques du secteur du ciment ainsi que les facteurs qui influencent le processus d’évaluation. Il est ainsi question de déterminer les performances de ces entreprises par la méthode des balanced cards dans la formulation et l’exécution des stratégies financières et autres. La méthodologie empirique et analytique utilisée dans cet article est adossée à une étude de terrain. L’un des résultats de cet étude est que ces entreprises n’utilisent pas la méthode précitée ce qui signifie la prédominance des méthodes classiques alors que la population de l’échantillon reconnait l’utilité et l’importance des méthodes modernes et notamment celle dite balanced cards. |f This study aims to identify the criteria preferred by Algerian public cement institutions to evaluate performance and identify the factors that affect their performance evaluation process. In addition, to determine the capacity of Algerian public cement institutions through the use of a balanced scorecard approach to formulate and implement a financial and non-financial strategy. The descriptive-analytical approach based on the field study was used to obtain data from its main sources, test the validity of hypotheses, and answer their questions. \nThe study found that Algerian cement institutions do not use the balanced scorecard as a methodology that helped to formulate, implement, and evaluate a financial and non-financial strategy for them. This indicates that these institutions tend to use traditional rather than modern evaluation tools, despite the recognition by members of the study community of the importance of this tool in the process of financial and non-financial evaluation of the results of these public institutions. One of the most important recommendations was that Algerian public cement institutions must adopt the balanced scorecard approach in the financial and non-financial valuation process, because of this multi-faceted methodology of alternatives and uses in performance assessment, in rationalizing decision-makers based on objective measurement indicators carefully selected to achieve the mission of the organization.\nThis abstract translated by Dar AlMandumah Inc 2018.

|a هدفت هذه الدراسة إلى بيان المقاييس المفضلة لدى مؤسسات الإسمنت العمومية الجزائرية لتقييم الأداء، وتحديد العوامل التي تؤثر في عملية تقييم الأداء لديها. بالإضافة إلى تحديد قدرة مؤسسات الإسمنت العمومية الجزائرية من خلال استخدام منهج بطاقة الأداء المتوازن على صياغة وتنفيذ استراتيجية مالية وغير مالية لديها. وقد تم استخدام المنهج الوصفي التحليلي المرتكز على الدراسة الميدانية للحصول على البيانات من مصادرها الرئيسية واختبار صحة الفرضيات والإجابة على تساؤلاتها.\nوقد توصلت الدراسة إلى أن مؤسسات الإسمنت الجزائرية لا تستخدم بطاقة الأداء المتوازن كمنهجي ساعد على صياغة وتنفيذ وتقييم استراتيجية مالية و غير مالية لها، وهذا يدل على أن تلك المؤسسات تميل إلى استخدام أدوات التقييم التقليدية وليس الحديثة بالرغم من إقرار أفراد مجتمع الدراسة بأهمية هذه الأداة في عملية التقييم المالي وغير المالي لنتائج هذه المؤسسات العمومية، وكان من أهم التوصيات أنه لا بد لمؤسسات الإسمنت العمومية الجزائرية من تبني منهج بطاقة الأداء المتوازن في عملية التقييم المالي وغير المالي، لما لهذا المنهجية ذات الأوجه المتعددة للبدائل والاستخدامات في تقييم الأداء، في ترشيد قرارات صناع القرار المعتمد على مؤشرات قياس موضوعية تم اختيارها بعناية لتحقيق رسالة المؤسسة
