المستخلص: La démocratie participative est une forme de gestion commune des affaires publiques locales, elle est basé sur le renforcement de la participation des citoyens à la prise de décision politique et elle est conçu pour compléter et combler les lacunes de la démocratie représentative et de renforcer le rôle du citoyen, qui ne doit pas être seulement limité au droit de vote ou de candidature aux conseils produits locales et nationaux, mais s'étend au droit d'être impliqué dans la prise de décisions, de ce fait, le rôle du citoyen devient le suivie et la gérance des affaires publiques, en particulier au niveau local, le législateur algérien a tenté d'encadrer cette démocratie d'une manière pour la rendre plus efficace dans la réalisation de ses objectifs de développement dans tous les domaines.

The right to participate or participatory democracy is a form of joint management of local public affairs, based on strengthening citizen participation in political decision-making. It aims at complementing and eliminating the shortcomings of representative democracy and strengthening the role of citizens. The role of citizens should not be limited solely to the right to vote or to stand for election to locally and nationally produced councils. Rather, it extends to the right to involve him in making and producing decisions. Thus, the citizen's role is to follow and manage public affairs, especially at the local level. The Algerian legislature has tried to frame this democracy in such a way as to make it more effective and which achieves its objectives of development in all areas.

حق المشاركة أو الديمقراطية التشاركية هي شكل من أشكال التدبير المشترك للشأن العام المحلي، يتأسس على تقوية مشاركة المواطنين في اتخاذ القرار السياسي وهي تستهدف تكملة وسد نقائص الديموقراطية التمثيلية وتعزيز دور المواطن الذي لا ينبغي أن يبقى دوره منحصرا فحسب في الحق في التصويت أو الترشح إلى المجالس المنتجة محليا ووطنيا، .بل يمتد ليشمل الحق في إشراكه في صنع وإنتاج القرارات وبذلك يصبح دور المواطن هو تتبع وتدبير الشأن العمومي لاسيما على المستوى المحلي، وقد حاول المشرع الجزائري تأطير هذه الديمقراطية بالشكل الذي يجعلها أكثر فعالية ومحققة لأهدافها المتمثلة في التنمية بجميع مجالاتها.
