المستخلص: يهدف هذا المقال إلى دراسة، محاربة الفقر من خلال تعزيز التمويل المصغر، وامتصاص البطالة بما في ذلك شباب ولاية تيزي وزو (منطقة القبائل). المناقشات الجارية بشأن مسألة محاربة الفقر تدل على أهمية تدخل الدولة الجزائرية في إطار سياسات الإدماج الاقتصادي. ولكن وجود هذا الجهاز وصف بأنها فرصة لتنمية القدرات أدى إلى نتائج متباينة. وبناء على دراسة ميدانية، استنتجنا تأثير جهاز القرض المصغر على الحياة الاجتماعية والاقتصادية للمستفيدين الذين يمثلون الشريحة الضعيفة من السكان.

Cet article à pour objectif l’étude de la lutte contre la pauvreté à travers la microfinance et précisément l’ANGEM, et ce, en absorbant le chômage des jeunes de la Wilaya de Tizi-Ouzou (Grande Kabylie). L’actualité des débats sur cette problématique témoigne l’importance de l’intervention de l’Etat Algérien dans le cadre des politiques d’insertion économique. Mais, la présence de ce dispositif annoncée comme une opportunité de développement aboutit à des résultats mitigés. En nous basant sur une enquête sur le terrain, nous avons conclut l’impact du dispositif ANGEM sur la vie socioéconomique des bénéficiaires qui représentent la population fragilisée.

This article aims to study, fighting poverty by promoting microfinance, and absorbing unemployment which includes the youth in Tizi Ouzou Province (tribal region). The ongoing discussions on the issue of combating poverty demonstrate the importance of the Algerian State's intervention in the context of economic integration policies. However, the existence of this device which was described as an opportunity for capacity development led to mixed results. Based on a field study, we have concluded the impact of the microcredit system on the social and economic life of beneficiaries who represent the vulnerable segment of the population.
