المستخلص: Le concept du développement de l’humanité durable et la nécessité des réformes politiques apparaissent au même titre des réformes économiques, cela se voit dans la démocratie participative, basé sur la liberté et la participation qui constitue l’axe principal de l’opération du développement. Eu effet l’objectif du développement est celui d’augmenter les choix de l’homme et d’anticiper sur les motifs qui lui permettent de maitriser son environnement, et de construis son présent et son avenir. cet état de faits émane du sentiment de responsabilité positive et libre, et de l’appartenance sociale. De cette manière, la démocratie participative constitue un élément efficace et un facture qui provoquent un changement rapide en vous de permettre à l’homme de vivre dans la prospérité et la liberté, l’Algérie comme les autre pays cherche à appliquer ces précipices.

يظهر مفهوم التنمية الإنسانية المستدامة، وضرورة القيام بإصلاحات سياسية إلى جانب الإصلاحات الاقتصادية، تمثلت أساسا في تبني الديمقراطية التشاركية كطريقة فعالة لبلوغ هدف التنمية مع مطلع التسعينيات. والديمقراطية التشاركية بما تحمله من حرية ومشاركة تمثل محور عملية التنمية، لأن هدف التنمية كعملية تطوير هو زيادة نطاق الخيار الإنساني وتهيئة أسباب سيطرة الإنسان على بيئته وقدراته لبناء حاضره ومستقبله من واقع الشعور بالمسؤولية الإيجابية الحرة ومسؤولية الانتماء الاجتماعي. وبهذا تكون الديمقراطية التشاركية عاملا فعالا وسببا لتوليد تغيير سريع في بناء إنسان يتمتع بالرفاه والحرية معا. وهذا ما تسعى الجزائر كغيرها من الدول لتطبيقه.

The concept of sustainable human development and the need for political and economic reforms are reflected mainly in the adoption of participatory democracy as an effective way to achieve the goal of development by the early 1990s. Participatory democracy, with its freedom and participation, is at the center of the development process because the goal of development as a process of development is to increase the scope of human choice and to create the causes of human control over his environment and capabilities to build his present and future on the basis of a sense of free positive responsibility and responsibility of social affiliation. Participatory democracy is thus an effective factor and a cause for rapid change in building a human being who enjoys both well-being and freedom. This is what Algeria, like other countries, is seeking to implement.
