المستخلص: انطلاقا من حتمية الاستفادة من الموقع الجغرافي الفريد لمصر ووجود قناة السويس، يتعرض هذا البحث لصياغة رؤية مستقبلية تقوم على استطلاع إمكانية تأسيس مجمع لصناعة تفكيك السفن والحديد والصلب في منطقة شمال غرب خليج السويس، فهذا الموقع المقترح يطل على الممرات الملاحية الاستراتيجية التي تعبرها سفن الأسطول التجاري البحري العالمي العابرة من وإلى قناة السويس، والتي يتم سنويا إخراج العديد منها من الخدمة للتقادم أو الإحلال أو غيرها من الاعتبارات الاقتصادية والفنية، حيث تبين الدراسات والإحصاءات في هذا الشأن أن السفن المخرجة من الخدمة تعد أحد المصادر الرئيسية للحديد المخرد المستخدم في صناعة الحديد والصلب، والتي تعتمد عليها العديد من الدول مثل الصين والهند وباكستان وبنجلاديش وتركيا في تلبية احتياجات صناعة الحديد والصلب بها من الحديد المخرد، وكذلك في كون هذه الصناعات تعد كثيفة استخدام عنصر العمل، فضلا عما تتيحه من إيجاد مصادر للدخل والتوظف، ومن ثم يمكن لمثل ذلك المشروع أن يحقق إسهامات فاعلة للاقتصاد المصري، اعتمادا على التكامل الدائري الممكن تحققه بين صناعة تفكيك السفن وصناعة الحديد والصلب، وفي مرحلة لاحقة من المخطط الاستراتيجي لذلك المشروع إقامة صناعة بناء السفن، فضلا عما يمكن أن يتحقق من خلاله من تأسيس مجتمع حضري جديد وحديث، يعد نواة عمرانية جديدة للتعمير في تلك المنطقة، وقد تم التركيز في ثنايا البحث على الضوابط البيئية الواجب مراعاتها بدقة وصرامة عند إنشاء المجمع المقترح حرصا على سلامة العمالة والبيئة، كذلك فقد تمت الإشارة إلى الأسس القانونية التي سيتم الارتكاز عليها عند إقامة المجمع المقترح ولا سيما ما يتعلق منها بصناعة تفكيك السفن والتي تندرج إقامة تسهيلاتها تحت قوانين الموانئ البحرية التخصصية، وقد خلص البحث إلى أن مثل هذا المشروع يمكن له أن يحقق الأهداف الاقتصادية المرجوة منه، مع مراعاة الإلتزام بالضوابط القانونية والبيئية والاعتبارات التنظيمية المختلفة.

Emanating from the importance of making the best use of Egypt’s genuine strategic location and the role of Suez Canal in serving world seaborne trade , this research concens the formulation of a future vision for establishing a modern ship breaking facility and a state of the art Iron and Steel plant , both within the complex as integrating industries as to set up at North West Gulf of Suez , this very location which overviews strategic shipping and trade lanes where more than 17000 ship transit Suez Canal both ways North and South bound each year , considering the management of world shipping fleet which under certain economic and operating factors impose the laiding up of many ships as for old aging or replacements , these laid up ships are considered a major source of Iron scrap which is massively used worldwide in the Iron and Steel indus-try, in countries like China , India , Pakistan , Bangaldish , Turkey etc., considering the nature of these industries as labor intensive industries, taking into account the technical and economic requirements for establishing such industries, it was clear from the research the possibility of establishing that project, which could contribute positively to the Egyptian Economy, many factors could lead to the success of the project starting from from efficient planning to rational management , taking into account the importance of circular integration between the pro-posed ship breaking facility and the Iron and steel plant , with opitimistic prospects for the future eatblishing a ship building industry within the master plan of the project would be a graet contribution to the Egyptian economy, other development outcome would be expected from the new community and city serving the housing and living needs of the project labor. Environmental conditions were co- nsidered thouroughly within the research, as it was asserted to follow in great compliance the international and Egyptian codes concerning the safe operation of such industries. In conclusion the research pointed the positive prospects of the project, the research also emphasized the complete and accurate application of all anti pollution and environmental codes have to do with the proposed complex project.
