المستخلص: تهدف الدراسة إلى إظهار أهمية نوعية المؤسسات في تهيئة المناخ المناسب لقدوم المستثمر الأجنبي للجزائر، حيث ينتظم البحث في جانبين: جانب نظري تم من خلاله رصد لمختلف الأدبيات الاقتصادية التي تناولت تحليل أثر مختلف الإصلاحات المؤسسية على تحسين مناخ الاستثمار الأجنبي. مع التركيز على الميكانيزمات التي يمكن من خلالها مساهمة نوعية المؤسسات في تحسين مناخ الاستثمار. وتناول الجانب التطبيقي بالتحليل مكانة الجزائر في مختلف المؤشرات التي تقيس جودة البيئة المؤسسية حيث أظهرت الدراسة أن بنيتها المؤسساتية لم تصل بعد إلى المستويات والمعايير المرجوة مقارنة مع بعض الدول خاصة دول منطقة شمال إفريقيا والشرق الأوسط مما كان له أثر سلبي على مناخ الاستثمار.

The study aims to demonstrate the importance of the quality of institutions in creating the appropriate atmosphere for the arrival of the foreign investor to Algeria. it consists of tow parts : atheoretical part wich reviewed the various economic theories that dealt withe analyzing the impact of institutional reforms on improving the foreing investment climate, with a focus on demonstrating the mechanisms through wich the qulity of institutions can significantly contribute in improving the investment climate. The empicial part analyzed Algeria’s position in the various indicators that measure the quality of the institutional environement, in wiche the study showed that its institutional structure has not yet reached the desired levels and standareds comperd to some countries, such as the countries of the North Africa and the Middel East in particular, wich has had a negative impact on the investment climate.

L’étude vise à démontrer l’importance de la qualité des institutions pour créer le climat propice à l’arrivée de l’investisseur étranger en Algérie. Il consiste en deux parties: une partie théorique qui passe en revue les différentes théories économiques qui traitent de l’impact des réformes institutionnelles sur l’amélioration du climat des investissement, en mettant l’accent sur la démonstration des mécanismes par lesquels la qualité des institution peut contribuer de manière significative à l’amélioration de le climat d’investissement. La partie empirique a analysé la position de l’Algérie dans les différent indicateurs de mesure de la qualité de l’environnement institutionnel, dans lesquels l’étude a montré que sa structure institutionnelle n’a pas encore atteint les niveaux souhaités et qu’elle est standardisée par rapport à certains pays, tels que les pays d’Afrique du Nord.et le Middel East en particulier, qui a eu impact néatif sur le climat des investissements.
