المستخلص: This paper aims to highlight the role of management control in the emergence of new governance in public health institutions in Algeria because of the need to adapt to the new stages in their operation, taking into account the specificities and nature of the activity of these public institutions. It makes the process of applying management control with its philosophy and tools in the public sector a process that is covered by a number of brakes and obstacles, which need to be taken into account. We have achieved several results and proposals related to the functioning of public health institutions through the need to apply new rationalization tools and introduce new concepts to regulate public health institutions.

l'objectif de cette étude est de mettre en évidence le rôle de contrôle de gestion dans l'émergence d'une nouvelle gouvernance des établissements de santé publique en Algérie, afin de s'adapter avec les nouvelles étapes de sa conduite en prenant en compte la nature et les spécificités de l'activité de ces établissements publique qui rendent l'opération d'appliquer le contrôle de gestion dans le secteur publique une sorte de couverture d'un ensemble des obstacles. dont on doit la prendre en considération, finalement on a atteint un certain nombre des résultats et des propositions relatives à la gestion des établissements de santé publique à travers l'application des nouveaux outils pour rationaliser et d'introduire des nouveaux concepts pour contrôler et réglementer les établissements de santé publique.

تهدف هذه الورقة البحثية، إلى إبراز دور مراقبة التسيير في نشوء حوكمة جديدة بالمؤسسات الصحية العمومية في الجزائر وهذا لضرورة التكيف مع المراحل الجديدة في تسييرها، آخذين بعين الاعتبار خصوصيات وطبيعة نشاط هذه المؤسسات العمومية التي تجعل من عملية تطبيق مراقبة التسيير بفلسفتها وأدواتها في القطاع العام عملية تحوطها جملة من المكابح والعوائق، مما يستلزم أخذها في الحسبان. وقد توصلنا إلى تحقيق عدد من النتائج والمقترحات المرتبطة بتسيير المؤسسات الصحية العمومية عن طريق ضرورة تطبيق أدوات ترشيد جديدة وإدخال مفاهيم جديدة لضبط وتنظيم المؤسسات الصحية العمومية.
