|a هدفت الدراسة الحالية إلى تحقيق هدف رئيسي وهو التعرف على الآليات المقترحة لتمكين وتفعيل دور المعاقين داخل المجتمع، إذ أن مفهوم التمكين يشير إلى إكساب الشخص المعاق مختلف المعارف والاتجاهات والقيم والمهارات التي تؤهله للمشاركة الإيجابية في مختلف أنشطة الحياة إلى أقصي حد ممكن تسمح به إمكانياته، إضافة إلي تغيير ثقافة المجتمع نحوه من ثقافة التهميش إلي ثقافة التمكين. كما هدفت الدراسة إلى تقييم العامين في مجال الإعاقة لنظرة أفراد المجتمع لفئات ذوي الاحتياجات الخاصة عموما، وكيف يقيمون الإمكانات الموجودة في المجتمع لاحتوائهم. ولتحقيق الهدف استخدمت الباحثة استبيانا مفتوحا على عينة عرضية مكونة من 30 أخصائي من الجزائر وبعض البلدان العربية. والنتائج المتوصل إليها أشارت إلى أن العاملين في الميدان يؤكدون على الدور المهم للمعاقين في التنمية، وأن هناك إقصاءاً اجتماعياً لهم، كما اقترحوا العديد من الآليات العملية لمحاربة التهميش والإقصاء ضدهم.

|b The present study aimed to achieve a major goal is to identify the mechanisms proposed to enable and activate the role of the handicapped in the community, where the concept of empowerment refers to giving the individual with disabilities in the various knowledge, attitudes, values and skills that qualify him to participate in the various activities of life to the maximum extent possible, also change the culture of the community to ward him from a culture of marginalization to a culture of empowerment. To achieve the goals, the researcher used a open questionnaire to the occasional sample composed of 30 specialists from Algeria and some Arab countries. The results indicate that the specialists confirm the important role of the disabled in development, and that there is a socially-exclusivist position about them and suggested many practical mechanisms to fight marginalization and exclusion against them
